The union that represents city police officers filed a lawsuit in federal court today in an attempt to overturn mandatory alcohol testing for officers involved in shootings.

“The mandatory Breathalyzer policy was a knee jerk reaction to community unrest for the sake of political expediency,” the union president, Patrick Lynch, said yesterday, referring to community outrage after the Sean Bell shooting.

The union, which was not consulted in the planning of the initiative, contends that the plan was hatched without a careful analysis.

However, police officials said that the department came to the decision to implement the plan after consulting a panel of experienced officials with command experience.
