Council Member Simcha Felder is calling for the Bloomberg administration to reduce first-time fines for property owners that have trash in front of their homes.

“It’s no mystery why taxpayers have lost faith in an enforcement system that slaps them with astronomical fines for unpreventable tickets,” the Brooklyn Democrat said in a statement.

The legislation, which Mr. Felder plans to introduce tomorrow, would reduce the fines to $50 from $100 for first-time offenders. It also would change the afternoon window when the city can ticket to 6 p.m. – 7 p.m. from 12 p.m. – 1 p.m.

In 2004, the council passed a law establishing two one-hour time periods when the city could ticket, but Mr. Felder now says the afternoon time is unfair because most homeowners are at work and can’t look after their property.
