Palestinians Hold Municipal Elections in Move To Normalize Levers of Democracy in Corruption-Filled West Bank and Gaza

Despite accusations of ballot-rigging, Fatah is claiming victory in municipal elections in the West Bank and part of Gaza, the first elections of their kind in five years and scheduled after Palestinian Authority President Mahmoud Abbas began enacting reforms to win over Western financial support.The Ramallah-based Central Elections Commission says 512,510 voters cast ballots in the election that spanned 197 local districts — a 53.44 percent voter turnout in Saturday’s election. The voting districts, mostly located in the West Bank, included for the first time one neighborhood in the Gaza Strip, Deir al-Balah. Only 70,499 people in Gaza were eligible to vote, and participation there reached just under 23 percent, according to the Palestinian official news agency WAFA. Mr. Abbas on Sunday congratulated candidates and voters for participating and helping fulfill his promise to make 2026 the “year of Palestinian democracy.” “Succeeding in conducting it in the West Bank and partially in the Gaza Strip constitutes an important first step on a more inclusive national path, which aims to consolidate democratic life, enhance the resilience of our national institutions, all the way to realizing all other national dues and the unity of our homeland,” added Palestinian Prime Minister Mohammad Mostafa, according to the Jerusalem Post.Parties and candidates allowed to participate were limited to those who would recognize Israel and support a two-state solution, among other conditions enumerated by the Palestine Liberation Organization. Members of Hamas’s military wing reportedly stood outside polling centers at Deir al-Balah though Hamas was excluded from the vote. Some believed to be aligned with the terror group ran under other parties’ flags. They won just two of 15 votes. Though the elections are for municipal posts, which are responsible for activities like garbage collection, water, and infrastructure, and not legislation, the mere act of voting is considered progress in territories that haven’t had a federal election since 2006 and in the West Bank, where Mr. Abbas’s mandate to govern expired in 2009.Fatah won the majority of seats, in part, said watchdogs, because it was the one party that qualified on the ballot in several large polling districts. Still, several candidates who ran as independents also declared victory. A Palestinian political activist, Samer Sinijlawi, said decisive votes for independent candidates like Majdi Al-Adra, who ran for mayor of the small town south of Hebron, Khillet al-Mai, suggests that a broader shift is taking place across Palestinian society. “Majdi represents a new generation of leadership: pragmatic, credible, and rooted in the values of moderation and public service.In elections marked by significant challenges, his success stands out as a clear signal that the “generation of change” is no longer on the margins—it is shaping outcomes,” Mr. Sinijlawi wrote.“Khillet al-Mai is not a big town, but its message is big: When given the chance, people are choosing competence, integrity, and a different political path,” he continued.Even as the ability to govern is challenged by Israel’s chokehold on tax funds that it refuses to disperse, Fatah will hold a nominating conference next month and leadership elections for the Palestinian National Council will follow later in the year.Despite the seeming insignificance of the local vote against the backdrop of decades of Hamas terror and the ongoing conflict with Israel, an attorney and former Irish parliamentarian and minister of defense, Alan Shatter, said the whisper of democracy — unfamiliar to the Palestinian people — marks a major milestone.“The emergence of new pragmatic leadership dedicated to change, depending on the nature of that change and the capacity to deliver, may ultimately prove more relevant to the likelihood of achieving permanent conflict resolution than any UN resolutions, deals done between states & government actors or any opportunistic, politically theatrical state declarations of recognition,” Mr. Shatter wrote on X.
