COUNTERCULTURE The week-long annual HOWL! Festival, produced by the Federation of East Village Artists, kicks off with an opening-night party and benefit. The shindig is hosted by downtown comedy fixture Murray Hill, billed as “the hardest working middle-aged man in show business” – he’s actually a drag performer with a Borscht Belt routine (Sunday, 7 p.m.-midnight, the Delancey, 168 Delancey St. at Clinton Street, $12 general, $10 members). Other highlights include the Allen Ginsberg Poetry Festival, the East Village Dance Project, and a variety of music, film, literature, and theatrical events.
