The New York Police Department will receive a $5 million infusion as part of a growth of the congressional C.O.P.S. program, Representative Anthony Weiner, a Democrat of Brooklyn and Queens, said yesterday. The money could pay for as many as 67 new officers, and for the first time under the program, the money can now be used to fund police officers who work in counter terrorism. A $70 million increase was secured for the program yesterday, which has spent about $9 billion since 1994 to increase the number of police officers in the country.
