Terror Victims’ Relatives Seek Payment From Debtor of Palestinian Authority

The family of a couple that was killed by terrorists near the West Bank and won damages in court from several Palestinian Arab organizations is suing for payment from a debtor of the Palestinian Authority.

The debtor, an Egyptian telecommunications company, Orascom Telecom Holdings, owes the Palestinian Authority at least $45 million through various investment funds, according to court papers.

The Ungar family won a $116 million judgment in 2004 against several Palestinian Arab organizations after suing in Rhode Island federal court under a law allowing survivors and heirs of people killed by terrorists to seek damages.

Yaron Ungar and his pregnant wife, Efrat, were killed in a Hamas machine-gun attack in 1996.

Lawyers for the Palestinian organizations told the Ungars they “will never pay” the judgment, according to court papers.

Two Washington, D.C., telephone numbers for Orascom appeared yesterday to be disconnected. The company’s attorneys, listed in courthouse records as White & Case, could not immediately be reached for comment.
