Mayor Bloomberg is scheduled to travel next month to a key presidential swing state to speak at the National Urban League’s annual conference in St. Louis, where all of the presidential contenders have also been invited. Mr. Bloomberg, who continues to insist he is not running for president while aides and supporters cheer on the idea, is scheduled to address the black empowerment organization as its conference begins in the Missouri city on July 25, organizers said.

The mayor’s spokesman, Stu Loeser, confirmed the appearance but noted that Mr. Bloomberg is speaking about education on the first day of the conference, and is not scheduled during the part of the gathering devoted to the 2008 race.
