MAKING IT UP The Dutch improv collective ICP has been making up music since 1967.They play downtown tonight, in a show presented in part by the consulate general of the Netherlands in New York. Tonight, 8 and 10 p.m., Tonic, 107 Norfolk St., between Delancey and Rivington streets, 212-358-7501, $12 plus one-drink minimum.
