The first Haitian elected to the City Council, Mathieu Eugene of Brooklyn, was sworn into office yesterday.
Dr. Eugene was first elected to the council in February but was not sworn in after refusing to prove he lived in the district, a requirement to hold office.
After winning a second election, he refused to sign an affidavit confirming he meets the requirements to hold office, saying the request violates the Voting Rights Act. Speaker Christine Quinn said the council determined that he is eligible for the seat.
