Broker, City Employee Arrested in Homeless Program Scam

A staff analyst at the New York City Department of Homeless Services and a real estate broker were arrested for fraudulently obtaining brokers fees through a program designed to help the homeless, the U.S. District attorney’s office announced yesterday.
Raphael Agbune and Linda Loving allegedly scammed the Housing Stability Plus program, which offers competitive mortgages to homeless families, for about $25,000, the office said.
Mr. Agbune allegedly authorized broker fees to Ms. Loving for transactions that didn’t exist, the office said.
Mr. Agbune had worked at the department since 1993, the office said.
