Vandals who trespass onto private property and deface American flags could face a $10,000 civil penalty under a new bill now before the City Council. The bill was introduced yesterday by council members James Oddo and Lewis Fidler in response to the burning of eight American flags outside homes in Brooklyn last year.

Mr. Oddo said he is hoping to send a strong signal that if people are going to be “that stupid, that hateful,” and that disrespectful, they are going to pay. He said he wanted to introduce the bill just before the start of summer, so it would be discussed during a season when the spirit of patriotism is strong, he said.
