Kidnapping Investigation Leads to Arrest of Germany’s Former Spy Chief on Treasonous Espionage Charges

An investigation into a violent international kidnapping case involving a steakhouse heiress’s children has led to the arrest of a former head of Germany’s Federal Intelligence Service on espionage charges. The federal prosecutor’s office on Tuesday arrested August Hanning at Bad Tölz-Wolfratshausen in Bavaria for allegedly passing state secrets to a foreign intelligence service. Mr. Hanning’s former chief of staff was also arrested in connection to the case.Mr. Hanning led the intelligence service from 1998 to 2005. He is “strongly suspected” of treasonous espionage, sharing state secrets, attempted treason, and espionage.Prosecutors say the second suspect, identified as Manfred D., is charged with aiding and abetting, attempted treason, and treasonous espionage. Manfred D. was also Mr. Hanning’s parliamentary assistant during his tenure as State Secretary at the Federal Ministry of the Interior between December 2005 and November 2009. From March 2012 until March 2026, Manfred D. served as chief of staff for several subsequent presidents of the Federal Intelligence Service. In his role, he had access to confidential information.Prosecutors say both suspects are believed to have agreed, in the spring of 2010, to have Manfred D. continuously transmit “valuable intelligence” from the Federal Intelligence Service to Mr. Hanning in exchange for payment. Mr. Hanning was allegedly using the information in connection with his private consulting services.Investigators say it appears Manfred D. provided Mr. Hanning with approximately two thousand documents over a period of years, many of which contained classified information including items reserved for executive intelligence briefings. On one occasion, Mr. Hanning is alleged to have used classified intelligence provided by Manfred D. to draft an analysis for an officer of a foreign intelligence service. The country was not identified and it has yet to be determined if the material reached the intended recipient.Mr. Hanning was also allegedly in close contact with a representative of another foreign intelligence service, to whom he is accused of passing on political information, partially based on material provided by Manfred D., for several years. The SZ newspaper reported that the case does not involve Russia. The espionage investigation was launched following a 2025 search of Mr. Hanning’s home in relation to a separate case involving the violent New Year’s Eve 2023 abduction of German heiress Christina Block’s children from her ex-husband in Denmark. Mr. Hanning is suspected of having accepted a contract from Ms. Block to lend assistance in the abduction of her children.Mr. Hanning has not been charged in connection with the kidnapping case. Ms. Block’s trial is still underway at a Hamburg courtroom.German newspaper Bild reported that documents concerning Iran’s nuclear program and the Russian military were among the materials found in Mr. Hanning’s possession. The paper also reported that Mr. Hanning has been dealing with financial problems for several years. His pension has been garnished for years over being held liable for the collapse of a Baltics-based bank.Mr. Hanning’s arrest is another black eye for Germany’s beleaguered Federal Intelligence Service. The agency reportedly has a history of infiltrations by foreign intelligence services but this case could be one of the largest in Germany’s post-Cold War period.German opposition lawmaker Konstantin von Notz called the allegations “deeply troubling” and called for a swift investigation.Mr. Hanning and Manfred D. were due to face a federal judge at the Federal Court of Justice for a formal presentation on the charges and a decision on pre-trial detention.
