Mamdani Softens Millionaire Tax Hike Push After Hochul Backs Child Care Plan

The New York City mayor, Zohran Mamdani, is reportedly dialing back his push to boost taxes on New Yorkers earning more than $1 million a year to pay for universal child care — one of his campaign’s signature proposals — in a move intended to benefit Governor Kathy Hochul as she runs for reelection this year.Mr. Mamdani, a 34-year-old Democratic Socialist, slowed down his push to get Ms. Hochul to raise income taxes on wealthy New Yorkers after the governor backed his free universal child care program for 2-year-olds in the city, the New York Times reported Tuesday.Ms. Hochul, who is up for reelection, is pledging $73 billion in state funding to support the first year of Mr. Mamdani’s program, known as 2-Care, followed by an additional $425 million in 2027 — money that is coming from existing state revenue, according to the Times.In December, aides to Mr. Mamdani met privately with Ms. Hochul’s advisers to signal that they would accept whatever state funding the governor offered in place of raising income taxes, the Times reported. But the city faces a $2.2 billion budget shortfall for this year and a projected $10.4 billion gap for 2027, which the New York City comptroller, Mark Levine, called the city’s largest budget shortfall since the Great Recession. Mr. Mamdani is still likely to press the governor to raise taxes during upcoming budget negotiations in Albany, the Times reported. New York City would need to secure state approval for any future income tax increase, a step Ms. Hochul appears reluctant to take.During his mayoral campaign, Mr. Mamdani proposed a 2-percent increase in the city’s personal income tax rate for those earning over $1 million — to 5.9 percent from 3.9 percent — on top of existing state and federal taxes. In total, those earning over $1 million in New York City could face an overall income-tax burden of 17 percent, according to Bloomberg Tax.Mr. Mamdani also proposed an 11.5-percent state corporate tax rate, up from 7.25 percent, and an increase in the number of tax auditors in the city’s Department of Finance. Mr. Mamdani believes the revenue generated from these tax increases would finance his plans for city-owned grocery stores and free universal child care. Last year, Ms. Hochul extended a tax surcharge on residents earning more than $1.1 million through 2032. The surcharge was originally set to expire in 2027. She is expected to seek a similar extension for the corporate tax hike that has been in place since 2021 and has indicated an openness to higher corporate taxes depending on future federal budget cuts, the Times reported. However, the Times said Ms. Hochul does not want to drive companies out of New York or jeopardize losing Democratic congressional seats. Earlier this month, President Trump froze $10 billion in federal child care funding to five Democrat-controlled states, including New York.Despite the backdoor agreement, Mr. Mamdani has continued to publicly call for tax increases. “We have to raise revenue. We have to tax the wealthiest New Yorkers, the most profitable corporations,” Mr. Mamdani said during an interview with ABC7’s “Eyewitness News” on Sunday.But a senior fellow at the Empire Center for Public Policy, Bill Hammond, said in a statement to the Times:“If the state’s leaders truly care about affordability, they should be cutting taxes, not raising them.” Speaking at a Martin Luther King Jr. Day celebration at the Brooklyn Academy of Music on Monday, Mr. Mamdani once again called for increasing the income tax rate on high earners.“Some New Yorkers sleep in penthouses. Others sleep on the sidewalk below,” Mr. Mamdani said.
