Meloni’s Push To Reform Italy’s Voting System Will Survive Narrow Defeat in Parliament

Habemus Stabilicum? Despite suffering a stinging loss in the Chamber of Deputies on July 14, 2026, Prime Minister Giorgia Meloni’s drive to reform Italy’s electoral laws is undeterred. Stabilicum is the name of the program crafted by Italy’s conservative governing coalition to ensure government stability going forward.This new system, as detailed in Il Sole 24 Ore, would “overcome the single-member constituencies” of the current system, known as Rosatellum, “in favor of a proportional system with a majority prize for the list or coalition that exceeds 40 percent of the votes and with a 3 percent threshold.”Such a reform would amount to 70 extra seats in the Chamber and 35 in the Senate should a coalition attain 42 percent of the vote. Though the lower house narrowly rejected, by 188 to 187, Signora Meloni’s bid to allow voters to choose specific candidates — indicating defections within her coalition — her government will neither collapse nor will she resign.Nor is a snap election in the offing. Bush famously called “the vision thing.” Turkey, a crucial NATO member, is led by Recep Tayyip Erdoğan — an autocrat more focused on Middle Eastern hegemony than upholding Western solidarity.Well-versed in realpolitik, Signora Meloni welcomes Ankara’s role in NATO but remains watchful of Mr. Erdoğan, who once colluded with Vladimir Putin. As the leader of the European Union’s most stable government, Signora Meloni is the West’s staunchest advocate. Even more than NATO head Mark Rutte, she understands that Europe cannot decouple from the United States, nor abandon Ukraine or permit Russia to erode the democratic values of the free world.Recently, Italy expelled two Russian diplomats — Ivan Petrovich Gorbachev and Mikhail Vasilyevich Astakhov — over spying allegations.Foreign Minister Antonio Tajani announced the expulsions on social media: “Moscow continues to use its hybrid weapons to attack the West and Italy.”Defense Minister Guido Crosetto warned that this incident, along with an earlier event involving a Russian attaché, represents “the tip of a gigantic iceberg” of Moscow’s hybrid warfare aimed at weakening Italy’s institutions, alliances, and security.While Signora Meloni may no longer be Europe’s “Trump whisperer,” she is emerging as the only Western leader with a clear understanding of the emerging global order.Unlike her domestic adversaries on the left, she is committed to NATO’s rearmament — with the Seed of Aeneas as the protector of the alliance’s southern flank in the Mediterranean.Rome’s role is further strengthened by two key projects: the Ponte sullo Stretto, a bridge to Sicily, which will reinforce European unity, and Signora Meloni’s Mattei Plan for Africa — a Marshall Plan aimed at fostering economic growth and long-term stability across the continent.However, Signora Meloni’s overarching vision risks being derailed should Giuseppe “Giuseppi” Conte or Elly Schlein enter Palazzo Chigi. Come September, Signora Meloni will become the longest-serving continuous prime minister in the 80-year history of the Italian Republic — a fact that rankles the so-called Campo Largo of the left.With general elections looming in 2027, any strains in the conservative coalition must be resolved, as well as addressing Roberto Vannacci’s Futuro Nazionale.Stabilicum therefore remains an overriding imperative.
