Woman Dies After Fall From 5th-Floor Window

The companion of a former mayoral official tumbled to her death from her Lower Manhattan apartment, authorities said.
Police do not know if 53-year-old Frances Tracey jumped or fell from her fifth-floor apartment window on 58 W. 8th St. early yesterday morning. Tracey, who had lived for eight years with Mayor Dinkins’s retired bodyguard, Arnaldo Segarra, may have been psychologically or emotionally disturbed, authorities said.
According to police, the couple woke up around 6 a.m. After showering, Mr. Segarra went to the bedroom window, saying he would open it, but Tracey said, “I’ll do it,” police said. Mr. Segarra told police he re-entered the room to find the window open and Tracey standing nearby, but when he returned to the bathroom to shave, he heard the sound of Tracey falling to the street below. She was pronounced dead at the scene at 6:45 a.m.
A neighbor from the building, who did not wish to be named, described the couple as inseparable and clean-cut, people who never drank, did drugs, or fought with each other.
Police do not suspect criminal activity and have not declared Mr. Segarra a suspect, but they continue to investigate the death.
