Ukraine’s AI War Architect Courts American Venture Capital To Boost Defense Tech Sector

With official American support for Ukraine’s war effort greatly reduced, the principal architect of Kyiv’s defense technology revolution is looking to American venture capitalists for financing to advance innovations that have altered the course of the war.Some of President Trump’s strongest supporters in the tech sector — Space X and Tesla chief Elon Musk and Palantir CEO Alex Karp — are among those who may meet with Ukraine’s recently ousted defense minister, Mykhailo Fedorov, when he visits the United States in the coming days.Aides to Mr. Fedorov have confirmed the former minister is planning a visit to America, which the Kyiv Independent said could come within the next week. “The main purpose of the potential trip is to attract resources for new defense tech projects,” the aides told the Ukrainian outlet Suspilne.As Ukraine’s minister of digital transformation and later as its youngest defense minister, the 35-year-old Mr. Fedorov is widely credited with driving the innovations that converted Ukraine’s military from a traditional boots-and-blood army to a tech-oriented force powered by satellites, robots, and drones.Those changes have enabled Ukraine to stabilize the front lines in the east and mount increasingly effective drone strikes deep into Russia, degrading its crucial oil-refining capacity and bringing the war home to the Russian public. His July 15 ouster as defense minister in a policy dispute with the armed forces chief of staff led to weeks of widespread street protests in his support.Some of that support dropped off after Mr. Fedorov suggested last week that Ukraine should find a way to conduct an overdue presidential election despite a constitutional provision blocking elections while the country is at war. The remark angered many Ukrainians, who saw it as undermining President Volodymyr Zelensky at a critical time.Mr. Fedorov’s aides were quick to reject reports, published first by the Guardian, suggesting the former minister’s visit to America was aimed at drumming up political support for his election proposal. No meetings with American politicians or officials are scheduled, his staff was quoted as saying by Suspilne.While no itinerary for the trip has been announced, the quest for new venture capital seems likely to take Mr. Fedorov to Silicon Valley and its high-tech satellites, where the former minister already has highly placed contacts.The independent Ukrainian news outlet LIGA.net quoted sources working with Mr. Fedorov saying that he plans to launch a number of projects related to the war and Ukrainian startups. It confirmed that he has been talking to Mr. Musk about his Starlink terminals, though no meeting has been scheduled at present.At Ukraine’s request, Mr. Musk shut down his Starlink satellite communications network over Russia, giving Kyiv a huge advantage in the increasingly comms-driven war. But Mr. Fedorov recently confirmed he has been asking the American billionaire to partially reopen the network over Russia to facilitate the piloting of Ukrainian airstrikes on Russian ballistic-missile launchers.Mr. Fedorov also has a long-standing relationship with Palantir dating from a visit to Kyiv by Mr. Karp in 2022. Since then, Mr. Fedorov has written on his LinkedIn account, the two have collaborated to develop a detailed air attack analysis system; AI solutions for processing large volumes of intelligence data; and integrated technologies for planning deep strike operations.“Today, technology, AI, data analysis, and the mathematics of war are already directly influencing outcomes on the battlefield,” Mr. Fedorov wrote. “Our goal is to deepen cooperation with Palantir on AI solutions and defence-tech projects that provide Ukraine with a technological advantage on the battlefield.”Defense analysts say Ukraine’s war-driven innovations, many of which were initiated by Mr. Fedorov, have given the country one of the most dynamic defense technology ecosystems in the world, expanding the sector 50-fold in four years.Largely reliant on its Western allies for munitions and equipment at the start of the war, Ukraine is now able to sell battle-tested defense equipment abroad and has opened weapons “export centers” in Berlin, Copenhagen, and London, with seven more planned across Europe. Kyiv was able to send more than 200 experts to the Persian Gulf and offer up to 1,000 low-cost interceptor drones per day to countries in the region to help them defend against attacks by Iran.In June, the Congressional Ukraine Caucus introduced legislation to enable the United States and Ukraine to “co-develop, co-produce, and rapidly acquire cost-effective Ukrainian-designed unmanned systems such as drones and surface vehicles, as well as the capabilities to counter unmanned systems.”
