Conference of German States Seeks To Thwart AfD Influence Over Policy

State officials in Germany are seeking to blunt the Alternative for Germany party’s role in decision-making, fearful that the far-right party’s ability to form a government in Saxony-Anhalt could end up halting confederate policy decisions.AfD won the largest share of votes in the eastern state election this month but fell three seats short of a majority. The party is trying to find a partner to form a coalition government. The AfD also scored an election victory this month in the northeastern state of Mecklenburg-Western Pomerania.State governments are now reportedly discussing altering voting rules in the Conference of Minister-Presidents to keep AfD from blocking decisions made by the conference. The Conference of Minister-Presidents is comprised of Germany’s 16 state premiers and meets four times a year to coordinate state policies.Traditionally, the group focuses on energy policy, education policy, European policy, federalism reform, and financial relations among the states. Many votes made by the conference need a majority of 13 of the 16 states to pass, but some topics that require unanimity include budgetary or financial issues. Sources told Bloomberg that they fear that the AfD leader in Saxony-Anhalt, Ulrich Siegmund, could single-handedly block decisions if he is able to join the conference. The premiers are considering changing all votes to need the 13-vote majority to pass. The change would be implemented before any AfD premier joined the conference.Germany’s national intelligence agencies in 2025 classified AfD as a right-wing extremist movement. A court put that designation temporarily on hold after AfD sued, but the court did find reason to suspect the party of working “against the free democratic order.” Branches of the AfD — including in Saxony-Anhalt — are being monitored as suspected extremist groups as the case continues. The minister-president of North Rhine-Westphalia, Hendrik Wüst, who also serves as a state chairman of the Christian Democrats, has called for an investigation into whether the AfD party should be banned.Concerns over giving an AfD minister-president sensitive intelligence information are seeded by fears that the Moscow-friendly party could pass along secrets to the Kremlin. Defense Minister Boris Pistorius has already publicly opposed sharing classified information with AfD officials. Mr. Pistorius told the German newspaper Bild that the party’s close ties to President Vladimir Putin of Russia “are undeniable.The AfD is already advocating its first move if it forms a government in Saxony-Anhalt. It says it will cancel the public broadcasting treaty as its first act. Mr. Siegmund has long been critical of the broadcaster claiming it has grown too large and costs too much. The far-right also complains that Germany’s public broadcasters are biased.The ability of a state to unilaterally cancel the contract is expected to end up in a years-long court battle.The AfD is also facing criticism for its involvement in a controversial decision in a local government in the state of Saxony. The town of Heidenau banned “Stolpersteine” or stumbling stone memorials to victims of the Nazis. An estimated 116,000 of the stones have been laid in towns across Europe. The small plaques are embedded in the streets outside homes where victims once lived.Some in Germany’s far right view them as detracting from national pride. Heidenau town councilors from the local branch of the AfD voted to ban the stones under the assertion that it disrespects the victims when people step on them. The local council says future memorials need to be placed at the cemetery.The artist who started the stone project in 1995 told the BBC that with recent election wins by the AfD, “It was certainly to be expected that something like this would happen.”A former education minister for the Christian Democratic government, Karin Prien, told Bild that banishing the memorials to the cemetery “is prioritizing death over life and rendering Jewish people invisible once again.”
