Florida Mandates English-Only Driver’s License Exams Starting Next Week

For many aspiring motorists in Florida, the rules of the road are about to get lost in translation — literally. Starting next week, the Florida Department of Highway Safety and Motor Vehicles, or FDHSMV, is putting the brakes on multilingual testing, mandating that the language of the road must be English and English alone.“Language translation services will no longer be permitted for knowledge or skills examinations, and any printed exams in languages other than English will be removed for use,” the department said in a press release.Effective February 6, all driver’s license knowledge and skills examinations in Florida will be administered exclusively in English. The department announced on Friday that the new policy applies to all driver license classifications, including commercial licenses, oral exams, and the standard Class E Knowledge Exam required for learner’s permits.Hundreds of thousands of people could be affected. According to one study, 35.6 percent of Florida’s 2.8 million naturalized citizens and 60.6 percent of its 2.1 million non-citizens speak English “less than very well.”The Hillsborough County Tax Collector’s Office, for instance, reported that in 2025 alone, some 37 percent of driver’s license skills test examinations (13,517 tests) were given in languages other than English. Previously, the state offered knowledge exams for most non-commercial licenses in multiple languages to accommodate Florida’s diverse population. Commercial Learner’s Permit and Commercial Driver License exams were typically available in both English and Spanish. However, under the updated statewide testing system, all printed exams in languages other than English will be removed from use. Furthermore, language translation services and interpreters will no longer be permitted during knowledge or skills examinations.In its press release explaining the sudden shift, the agency emphasized public safety. “FLHSMV remains committed to ensuring safe roadways for all Floridians and visitors by promoting clear communication, understanding of traffic laws, and responsible driving behavior,” the agency said.The new English-only mandate applies to all testing locations statewide, including third-party providers.Local offices are now bracing for the operational changes. In Palm Beach County, tests are administered at the Tax Collector’s Office in locations such as Delray Beach, Jupiter, and West Palm Beach. The St. Lucie County Tax Collector’s Office issued an advisory noting that while they must comply, they understand the burden this places on residents.“We recognize that this policy will impact our customers, including non-English speakers,” the St. Lucie advisory read. “As an agent of the State of Florida, the St. Lucie County Tax Collector’s Office is required to implement and enforce all FLHSMV policies and procedures. We will continue to provide service within the scope of the requirements set by FLHSMV.”The administrative change occurs against a backdrop of heightened legislative scrutiny regarding transportation and immigration. The Florida Senate has begun moving forward with a Senate bill that would require law enforcement to take custody of truck drivers determined to be illegal aliens. That bill is a response to a fatal crash in St. Lucie County involving semi-tractor-trailer driver Harjinder Singh, a native of India.The move has drawn support from some political figures who wish to see the policy expanded retroactively. James Fishback, a Republican candidate for governor, posted on X: “I’ll revoke every driver’s license issued to anyone who did not take the test in English.”For new drivers, the immediate reality is a stricter testing environment. To obtain a learner’s permit, applicants must pass a 50-question multiple-choice test on traffic laws and road signs with a score of 80 percent or higher. To get the license, they must perform maneuvers like three-point turns and quick stops.Come February 6, every step of that process must be completed in English.
