House Votes To Kill Trump’s Canada Tariffs, With Six Republicans Breaking With the President

The House has voted to kill President Trump’s tariffs on Canada after six Republicans broke with the administration to roll back the import taxes. Mr. Trump’s entire tariff scheme could be struck down by the Supreme Court in the coming weeks. The challenge to the tariffs on the House floor came after a resolution to change the chamber’s rules on Tuesday failed. Last year, Speaker Mike Johnson instituted a new rule to bar lawmakers from introducing bills to roll back any of the president’s tariffs, though after that rule change lapsed last month, Mr. Johnson attempted to reinstate the moratorium in a vote late Tuesday night. All Democrats and three Republicans voted to allow anti-tariff resolutions to come to the floor once again, ensuring its demise. That paved the way for the resolution to roll back tariffs on Canada to receive a vote on Wednesday night. The Republicans who did break from Mr. Trump largely fell into three categories — free traders, members in tough re-election races, and those from states with large agriculture sectors which have been significantly impacted by the trade war. The six GOP lawmakers who voted to cancel the tariffs defended their votes late Wednesday. Congressman Dan Newhouse — a former Washington State agriculture department director — has been raising concerns about the import taxes for months. Mr. Newhouse, who is retiring, said the tariffs are having an outsized impact on his district, which borders Canada. “Canada is our state’s second largest export market with billions of dollars in Washington commodities being sold there every year. Our agricultural producers’ input and equipment prices have continued to climb, and Canada’s reciprocal tariffs and actions have harmed our state’s beer, wine, and spirits industry,” he wrote. Mr. Newhouse says he understands Mr. Trump’s goals, but “the fact of the matter remains [that] the tariffs on Canada have harmed Washingtonians.”Congressman Don Bacon, who was one of the three Republicans who voted to change the tariff resolution rules on Tuesday, has — like Mr. Newhouse — groaned for the better part of the last year that his state of Nebraska has been suffering under the tariffs. He voted to cancel the Canadian tariffs on Wednesday. At the same time the vote was taking place, Mr. Trump issued his threat any Republican who broke with him would “suffer” in the future, either in general elections or in Republican primaries. “TARIFFS have given us Great National Security because the mere mention of the word has Countries agreeing to our strongest wishes,” Mr. Trump wrote on Truth Social. Two other lawmakers to vote no on Tuesday are Congressman Kevin Kiley of California and Congressman Brian Fitzpatrick of Pennsylvania. Mr. Kiley, whose current district has effectively been eliminated due to the California redistricting effort, has yet to decide in which new district he will run, though no matter which district he chooses, he will enter a competitive race. Mr. Fitzpatrick, meanwhile, is one of only three House Republicans who serve in districts won by Vice President Kamala Harris in 2024. He is a top Democratic target for this November. Congressman Thomas Massie — a longtime foe of the president — has long complained that the tariffs not only harm the American economy, but that Congress has ceded too much power to the executive with respect to levying taxes. Senators Rand Paul and Mitch McConnell of Mr. Massie’s home state of Kentucky — who rarely agree on anything — have also been critical of the tariffs for their impact on the state’s liquor industry.
