Trump To Swear in Warsh as Fed Chairman Friday at White House

President Trump will host a swearing-in ceremony for the incoming Federal Reserve chairman, Kevin Warsh, on Friday, a White House official confirmed on Monday.The start of Mr. Warsh’s term has been delayed as he has worked to divest his vast personal investments. An agreement with the Office of Government Ethics gives him up to 90 days to finish some of the transactions so he will not be completely finished with the process this week.The Senate confirmed Mr. Warsh last week — two days before the end of the term of the incumbent chairman, Jerome Powell. The board, on Friday, named Mr. Powell as the acting leader until Mr. Warsh is sworn into the job. The board says the temporary action to name Mr. Powell as chair pro tempore is consistent with past practice during similar transitions between chairmen. Mr. Warsh must carry out his divestments to comply with ethics requirements. He disclosed in a filing that he has more than $100 million in an extensive array of investments. Mr. Warsh’s financial disclosure listed dozens of unnamed assets being managed by Duquesne Family Office.Mr. Warsh said he could not name the investments “due to a preexisting confidentiality agreement.” He also listed the value of those assets within large ranges, which makes their actual value impossible to total.Senator Elizabeth Warren is pressing for the release of that information. Ms. Warren sent a letter to the chairman and chief executive officer of Duquesne, Stanley Druckenmiller, requesting that he release Mr. Warsh from any confidentiality agreements preventing him from disclosing his assets.Ms. Warren sent another letter on Friday to Mr. Warsh asking him to update the status on divesting his financial holdings and to whom he has divested.“In addition to raising questions regarding your compliance with federal ethics laws, your failure to disclose your assets also raised concerns regarding your compliance with the Federal Reserve Act,” Ms. Warren wrote. “Though you stated that you would comply with relevant federal laws, including the Federal Reserve Act’s prohibition on owning certain financial entities, your lack of transparency poses a problem: one or more of your dozens of funds and entities could hold stock in a prohibited financial institution, and the public would never know.”Mr. Warsh says he has an agreement with the Office of Government Ethics related to selling the assets but has not released any information on the process.Mr. Warsh needs to sell the Duquesne assets to the Druckenmiller family or another family client because of the way family offices are structured, CNBC reported. “If he doesn’t have friendly partners willing to buy him out, getting out of underlying investments tends to be very difficult,” an unnamed lawyer told the financial site. “Otherwise it’s very difficult to get out of private investments.”Ms. Warren raised concern during Mr. Warsh’s confirmation hearing that if he does not disclose how he is divesting the assets he could be handing them off to someone whose business is “betting on what the Fed will do.”Mr. Warsh’s assets are dwarfed by those of his wife, Jane Lauder. The granddaughter of cosmetics giant Estée Lauder is worth more than $2 billion, according to Social Life magazine. Her assets do not need to be divested.The process to confirm and install Mr. Warsh is running behind the schedule of the past several Fed chairmen. President Trump nominated Mr. Warsh in January to replace Mr. Powell but the confirmation process stalled due to the U.S. attorney for the District of Columbia, Jeanine Pirro, opening a criminal probe into Mr. Powell related to cost overruns on a $2.5 billion renovation of the Fed headquarters at Washington, D.C.One of the allegations was that Mr. Powell lied to Congress when questioned about the overruns on the project. Senator Thom Tillis, a key Republican vote on the Banking Committee, said he would hold up the confirmation vote until the criminal investigation into Mr. Powell finished. Ms. Pirro dropped her probe last month and that cleared the path for Mr. Warsh’s approval.
