POLICE BLOTTERPOLICE COMB THE FALLS, LAST KNOWN PLACE ST. GUILLEN WAS SEENPolice looked for evidence last night inside the Falls building, where the slain graduate student Imette St. Guillen was last seen before her naked body was found wrapped in a quilt in Brooklyn on February 25. Dressed in white plastic suits, investigators spent the day combing through the second floor of 218 Lafayette St. The 24-year-old John Jay College of Criminal Justice student briefly spent time at the bar downstairs until shortly after 4 a.m., police said. She was found dead at around 9 p.m. in a desolate area of East New York, Brooklyn, later that same day. Police remained tightlipped yesterday about what they were removing and from which part of the building, but they were seen carrying a tripod and spritz bottles, and transporting plastic and brown paper bags in and out of the building. Offices on the second floor are reportedly maintained by the Falls as well as the real estate firm P. Zaccaro Incorporated – run by John Zaccaro, husband of Geraldine Ferraro – and Andrew Madison Capital. Telephone calls to Mr. Zaccaro were not immediately returned.– Staff Reporter of the SunBROOKLYNPORT CONTAINER BATTLE HEATS UPThe battle over the last container port in Brooklyn is coming to a head. Yesterday, Rep. Jerrold Nadler and Council Member David Yassky stood with officials from American Stevedoring, the company that operates the container pier in Red Hook, to call on Mayor Bloomberg to expand, not shrink, the industry. Mr. Nadler said the city’s Economic Development Corporation is “doing everything they can to destroy the one remaining port operator in Red Hook.” The Port Authority of New York and New Jersey has cut back American Stevedoring’s space at the Brooklyn pier to make room for new development, including a planned cruise ship terminal. The battle went public in January when a $25 million cocoa bean delivery was forced to wait in New York Harbor for about a week before the Port Authority gave American permission to use an alternative unloading port. Mr. Yassky said the city should get a commitment from EDC to keep port jobs in Brooklyn before it renews the corporation’s contract to manage the pier. “We need a city that’s more than Wall Street, that’s more than just the big office buildings in Midtown,” he said. But the president of the EDC, Andrew Alper, has said American Stevedoring is mismanaged. Mr. Bloomberg said yesterday that the city would try to keep the port business in Brooklyn, but that “it’s a tough industry in this city because we don’t have the kind of land that you need.”– Staff Reporter of the SunBRONXSUIT CHARGES POLICE VIOLATED TEACHERS’ RIGHTSA federal lawsuit charges that the rights of two Bronx public high school teachers were violated when they were arrested for questioning police officers that were handcuffing students in a classroom. “After belittling, threatening, and cursing the teachers … and ordering the teachers to shut up or else – all of this in front of the students – police officers summarily arrested both of them,” the executive director of the New York Civil Liberties Union, Donna Lieberman, said yesterday. Last March, police responded to a 911 call for medical aid for a student injured during a fight at New School for Arts and Science in the Bronx. The fight ended before the police officers arrived, but the officers cuffed the students in the classroom, the plaintiffs, Quinn Kronen and his wife and fellow teacher, Cara Wolfson-Kronen, said yesterday. Though the criminal charges were later dismissed, the teachers were issued summonses for disorderly conduct and were detained at the 41st Precinct for two hours before being released, the plaintiffs said.– Staff Reporter of the SunIN THE COURTSARAB BANK ORDERED TO SURRENDER RECORDSA federal magistrate has ordered the Jordan-based Arab Bank to surrender records alleged to show that the bank made cash payments to relatives of suicide bombers. The ruling came on Friday. Several lawsuits filed in Brooklyn accuse Arab Bank of supporting terrorism by funneling payments of more than $5,000 apiece to the relatives of Hamas terrorists. Lawyers representing victims of terror attacks in Israel have sought access to Arab Bank’s transaction records for more than a year. Prior to the ruling by Magistrate Viktor Pohorelsky, lawyers for Arab Bank had said that foreign banking laws prevent the bank from turning over most records. The bank is expected to continue to make that argument in U.S. District Court in Brooklyn. The recent order grants Arab Bank 21 days to identify those records that are subject to foreign bank secrecy laws.– Staff Reporter of the Sun
