Planned Parenthood Likely To Receive Federal Funds Again as Republicans Struggle To Build Momentum for a Third Reconciliation Bill

A victory for the anti-abortion movement appears to be on the verge of being wiped out as the ban on federal funds going to Planned Parenthood, which was included in last year’s “One Big Beautiful Bill,” had a one-year time limit, and Senate Republicans do not appear eager to extend the ban. President Trump’s “One Big Beautiful Bill” gave abortion opponents one of their long-sought wishes: a prohibition on federal funds going to Planned Parenthood. The bill prohibited Medicaid reimbursements for abortion providers for one year. On July 5, Planned Parenthood and other abortion clinics will be able to once again receive federal funds, without Congressional action.Earlier this month, Mr. Trump urged Congress to pass a $350 billion budget reconciliation bill, which would include billions in new defense spending and his SAVE America Act. House Republicans have been working on crafting what has been dubbed “Reconciliation 3.0” for weeks. An anti-abortion organization, Susan B. Anthony Pro-Life America, sent a letter to Senate Republicans urging them to pass a budget reconciliation bill with an extension of the ban on federal funds for abortion providers. “Absent congressional action, that defunding provision will expire in just 24 days—on America’s 250th birthday—and Medicaid dollars will once again flow to these harmful entities,” the letter stated. “In light of the completion of Reconciliation 2.0, it is essential that Congress direct its attention towards another reconciliation bill that stops abortion businesses from receiving American taxpayer dollars.”The letter said that the budget reconciliation process “remains the only viable legislative path to continuing to defund Big Abortion businesses like Planned Parenthood.”However, the Senate does not appear eager to take up a third budget reconciliation bill, and it is unclear if the bill could secure the 50 votes needed to pass it ahead of the midterm elections, with vulnerable Republican senators nervous about being forced to vote on amendments that could be used against them in political ads. Senator John Kennedy told Politico last week, “You don’t have to be a senior at Cal Tech to know that the closer you get to the midterms, the harder it is to get anything done around here.” Meanwhile, Senator John Cornyn told the outlet that the third reconciliation push “doesn’t look to me like it’s got a lot of life in it.” And Senator Susan Collins told reporters that she is “convinced that reconciliation is not the best approach and that it would be very difficult to get a third reconciliation bill approved.”Ms. Collins is running for re-election in Maine and is facing criticism from Democrats for her decision to vote to confirm Supreme Court Justice Brett Kavanaugh, who voted to overturn Roe v. Wade. The Senate majority leader, Senator John Thune, does not seem optimistic about a third reconciliation bill’s chances, telling reporters last week, “I said before on another reconciliation bill, you’ve got to have something that gets 50 and 218 … and I’m not sure exactly at this point what that is.”
