Silence Is the Law: How the Gulf Is Terrorizing Its Citizens and Even Tourists Over War Coverage

A 60-year-old British tourist deleted a video from his phone the moment authorities asked him to. It did not matter. He was charged anyway.That incident, one of dozens documented in the United Arab Emirates since Iranian missile and drone strikes began battering Gulf states in the weeks following the American and Israeli offensive against Tehran, captures something broader than one man’s misfortune. Across the Gulf, governments that spent years cultivating images of openness, tolerance, and cosmopolitan modernity are now wielding wartime emergency powers to silence their own residents, their journalists, and, in some cases, foreign nationals who had no idea they were breaking any law.A Filipina domestic worker was detained near the Burj Al Arab tower in Dubai after taking a photo while waiting for work. Officers checked her phone, found an image, and arrested her. A Vietnamese sailor from a cargo vessel was held in Fujairah after allegedly sharing a video of missile activity filmed while he was outside the UAE territory entirely. He was taken ashore by the coast guard. The conflict has turned the act of witnessing into a criminal offense.Founder and chief executive of Detained in Dubai, Radha Stirling, tells the Sun that the UAE’s cybercrime laws, for one, are so sweeping that even private communication can be treated as criminal. “A text message between spouses, taking a photo of your own residence after a drone strike, or messaging a loved one that a building is on fire can all be considered offences,” Ms. Stirling says. “Almost everyone visiting Dubai will be in contravention of cybercrime laws, which can at any time be weaponized against them.”The fine print of fearThe UAE warned citizens and residents against photographing, filming, publishing, or circulating images and videos of incident sites or damage resulting from the Iranian attacks, with violations carrying a minimum of one year in prison and fines starting at AED 100,000 — rising to two years and AED 200,000 in cases deemed to incite panic or harm national security. In practice, the crackdown has gone further.Abu Dhabi police arrested 109 people of various nationalities for sharing videos of Iranian missile and drone strikes, saying the publication of such footage could provoke public concern and lead to the spreading of rumors. The UAE did not specify exactly what the detainees had been filming or posting, saying only that it was “unreliable content or content not issued by official sources.”The legal mechanism being deployed is notable for its breadth. No law in the UAE explicitly prohibits filming any of this — those detained are accused of violating other legal norms, and the measure applies even to individuals whose phones are found to contain prohibited content during inspections, even if that content was never published. The charge in most cases has been violations of the country’s cybercrime laws, statutes written for an entirely different purpose, now stretched to cover a tourist filming smoke on the horizon.Ms. Stirling points out that enforcement is both sweeping and deliberately inconsistent. “An influencer with 300,000 views was told only to delete a video and post a correction, while others filming the same street events were arrested,” she claims. “When an ordinary person deletes content and apologizes, they are ruthlessly charged under the cybercrime laws. That tells you this isn’t about security; it’s about control and silencing anyone who shows the reality on the ground.”Political Strategist and Managing Director of Nestpoint Associates, John Thomas, put the legal architecture in even starker terms. “The deliberate use of vague cybercrime and ‘national security’ statutes creates near-total impunity,” Mr. Thomas tells the Sun. “Arrests can be framed as routine law enforcement rather than wartime censorship, making international criticism harder to pin down. It signals that these regimes see civil liberties as a luxury to be suspended whenever the ruling family feels threatened, not as rights to be balanced against security.”A coordinated regional patternThe UAE is not acting alone. The crackdown is coordinated across the Gulf Cooperation Council in ways that suggest less a spontaneous security response than a premeditated information strategy.Qatar announced the detention of more than 313 foreigners for having “filmed and circulated video clips and published misleading information and rumours that could stir public opinion,” with its interior ministry urging the public to refrain from circulating or reposting unreliable videos or news to avoid legal accountability. In Bahrain, ranked 157th out of 180 countries in the Reporters Without Borders World Press Freedom Index, journalists’ access to affected areas is tightly restricted — they can only enter after security forces have completed their investigations. More than 11 people were arrested for filming military sites and posting content described as sympathetic to Iranian aggression, charges Bahrain’s interior ministry characterized as treason. In Kuwait, two people were arrested for sharing video clips that mocked the armed forces, and a third was arrested for using pictures of what authorities described as banned terrorist organizations’ leaders on his profile. Jordan’s Media Commission banned the publication of any videos or information related to the kingdom’s defense operations, warning that violators face criminal prosecution.In Saudi Arabia, the messaging dispensed with the pretense of neutrality altogether. The hashtag “Photography serves the enemy” launched in the kingdom in early March, accompanied by visuals depicting cameras as weapons and a government statement banning the sharing of rumors or videos from unknown sources, urging the public to trust only official government sources. On the same day, images posted online by members of the public appeared to contradict government claims that no missiles had penetrated the country’s defenses, showing a fire at the Ras Tanura oil refinery, prompting authorities to acknowledge the strike subsequently.The episode illustrated precisely why Gulf governments are so determined to suppress citizen documentation: independent imagery does not just inform the public, it holds official narratives to account. Mr. Thomas calls it a classic playbook.“In Riyadh’s case, the campaign was less about helping air defense and more about preserving the narrative of Saudi invincibility,” he says. “Wartime information controls have been used for political cover since World War I. Governments routinely classify embarrassing failures as ‘sensitive’ to protect regime credibility.”Middle East analyst James Bowden draws a longer historical parallel. “Many nations withhold the worst information to keep the population under control and from panic buying,” Mr. Bowden points out. “In the Second World War, the Japanese political leadership was well aware of setbacks and defeats but gave intentionally false information to the civil press to keep up morale.”Security panic as political coverQatar announced the arrest of ten people suspected of being linked to two IRGC cells — seven assigned to spy on vital and military facilities, three tasked with sabotage operations trained in the use of drones. The arrests marked the first time Doha had publicly accused the IRGC of directing operations inside its territory, a significant diplomatic rupture for a country that had long served as one of Tehran’s few interlocutors in the Gulf. On March 18, Qatar declared Iran’s military and security attachés at its embassy persona non grata, ordering them to leave the country within 24 hours.The discovery of genuine Iranian intelligence networks gives authorities a ready-made justification for broader crackdowns.“There is no doubt that propaganda is being actively disseminated by Iran and its allies, and that does need to be countered,” Ms. Stirling tells the Sun. “But when tourists and expats who are often supportive of allied governments are detained for sending a photo to family or sharing something already widely reported, with no malicious intent, it becomes counterproductive.”Reporters Without Borders has warned that authorities across the region are using escalating violence as a dangerous pretext to tighten restrictions on press freedom, particularly in Gulf states that already rank near the bottom of the organization’s World Press Freedom Index. The UAE sits at 164th out of 180 countries, Saudi Arabia at 162nd, Bahrain at 157th, Kuwait at 128th, and Qatar — despite hosting the widely-cited Al Jazeera — at 79th.The brand at riskThe Gulf states made a decades-long wager that economic openness could coexist with political closure. The UAE, which markets itself as the region’s oasis of business and global investment, has built a Creator HQ hub at Emirates Towers in Dubai and backed it with a 150 million dirham fund to attract content creators from around the world, drawing more than 50,000 influencers to the country. Once the war began, however, many of those influencers suddenly found themselves under the state’s watchful eye. One lifestyle influencer deleted a video showing burning debris filmed from outside her apartment and told The Telegraph anonymously: “The Dubai authorities want to control the narrative, that’s for sure. There are strict rules about what you can say here.”Mr. Thomas observes that the reputational damage is both substantial and potentially lasting. “Each viral story of a maid jailed or a tourist fined for a phone clip chips away at investor confidence and tourism appeal, especially when Western media frames it as authoritarian overreach during a war,” he explains. “This is beginning to be a real crisis that can outlast any conflict in the region.”Not everyone sees the fallout as permanent.“Businesses already understand the hazards and have been navigating them for a long time,” Mr. Bowden contends. “The biggest impact on them will be the memories of the missiles falling rather than what the Emirates did to disappearing social media influencers.”Ms. Stirling, whose organization has fielded calls from hundreds of distressed families since the crackdown began, sees it differently. “What this has done is expose what has long been happening beneath the surface,” she adds. “Once people associate a country with arbitrary detention and harsh laws, that perception is very difficult to undo. Authorities should aim to be much more understanding and empathetic during these times. Most people have intended no harm.”
