SpaceX’s Crackdown on Scammers Is Quietly Killing Burma’s Hospitals Too

Doctors at Spring Health Hospital in Karenni State, Burma, noticed the signal drop first. Then came the message: Starlink had flagged “activity with this account” that violated its rules. That was the only explanation they got. The hospital, opened after the 2021 coup, provides free treatment to displaced families, including surgery and cancer care. Its doctors relied on the Starlink connection to reach specialists who were otherwise inaccessible.Its founder, Ko Htoo, chose Starlink specifically because it runs on its own satellite network, entirely outside the junta’s grid and out of reach of the military’s shutdowns. Now the dish on the roof is just hardware.That is the quieter side of a policy fight most of the world will only recognize as a billing dispute.A new global limit on Starlink’s Roam Unlimited plan means any terminal used outside its registered home country for more than 30 consecutive days will stop working unless its owner pays for a costlier plan; moves the account to the country where it is actually being used; or physically carries the hardware across a border.For business travelers, that is an inconvenience. For hundreds of thousands of displaced people, doctors, and resistance fighters across Burma, it is something closer to a countdown clock.What Is At StakeElon Musk’s satellite service has never been licensed to operate in Burma, also known as Myanmar. But since the military seized power in 2021 and began systematically shutting down phone and internet networks in areas it does not fully control, Starlink has become something closer to public infrastructure than a consumer product for the roughly 13.3 million people living in areas cut off from conventional telecommunications, according to a coalition of 255 civil society organizations that petitioned SpaceX directly.the estimated 80 of Burma’s 330 townshipsDishes smuggled across the border from Thailand now sit on the roofs of jungle clinics, displaced-persons camps, and resistance-run schools, wired into generators because there is no power grid to plug into.Starlink did not simply become useful in Burma, it became close to indispensable, according to a Brussels-based researcher who has studied the legal questions raised by private companies pulling the plug on internet access.“Starlink is currently Myanmar’s number-one internet provider, not merely its largest satellite ISP,” the senior associate researcher at the Center for Digitalization, Democracy and Innovation of the Brussels School of Governance, Johannes Thumfart, tells The New York Sun.Eutelsat OneWeb has seen scattered use in disaster settings, Mr. Thumfart says, and Chinese alternatives are likely in development but not yet operational. “There is practically no alternative to Starlink for people in Myanmar cut off from the Internet.”If Starlink can identify a hospital’s account well enough to shut it off for a rules violation, the question becomes whether it can identify one well enough to leave it alone.A Scam Economy Complicates the PictureThe roaming crackdown didn’t come out of nowhere.For the past year, Starlink terminals have not just kept Burma’s clinics running. Investigators with the International Justice Mission have traced Starlink connections to scam compounds built inside Burma’s borderlands, part of a fraud economy American officials say has cost American victims more than $10 billion in a single year.SpaceX has acknowledged the problem: The company’s Starlink Business Operations vice president, Lauren Dreyer, said last fall that SpaceX proactively disabled more than 2,500 terminals suspected of powering scam centers along the Thai-Burma frontier after satellite imagery showed dishes bolted to the roofs of walled compounds where trafficked workers are held.The new 30-day rule, however, was never billed by SpaceX as an anti-scam measure, which is precisely what troubles Mr. Thumfart.“As far as I can see, SpaceX has not said that the new 30-day rule is intended to solve the scam-center problem. It is a global roaming policy,” Mr. Thumfart says. He argues a sophisticated criminal operation on the Thai-Burma border can likely rotate accounts and connectivity arrangements to dodge the cap, while a hospital deep inside Burma cannot. “A highly problematic asymmetry” is the result, he says. “The criminal organization may merely be inconvenienced, the hospital may simply go dark.”Amnesty International’s Burma researcher, Joe Freeman, describes the importance of Mr. Musk’s network to his work.“In my own experience doing remote research and interviews, people we talk to have used Starlink to connect with us, so it’s also key to documentation and exposing human rights abuses,” Mr. Freeman tells the Sun. “It is used by people to send warnings about impending air strikes that could harm civilians, but also for education, humanitarian and health needs.”When The Dish Goes DarkThe human cost is already reflected in the numbers. Local service providers along the Thailand-Burma border report that more than 20 percent of Starlink terminals in the country have been deactivated, severely impacting resistance-held territory in Kachin, Karenni and Arakan states along with the Sagaing and Mandalay regions.In Karenni State, the civil society coalition says the interim administration formed by resistance forces was warned it needed to register its terminals or lose them. Nearly 800,000 students who attend roughly 6,000 virtual schools run by Burma’s resistance-run National Unity Government depend on the same connectivity, the coalition says, along with ambulance dispatchers, remote medical consultations and early-warning networks that give civilians minutes to flee before airstrikes hit.Whether SpaceX can tell a scam compound from a hospital using identical hardware is, in Mr. Freeman’s view, an open question that SpaceX itself has not answered publicly.“As for whether Starlink can tell the difference between a scam compound and a hospital, they likely could with a little assessment, but it’s unclear what, if any, they have done,” Mr. Freeman says, adding that his own outreach to the company went unanswered. “I did reach out to them months ago to ask about this but did not hear back unfortunately.”SpaceX did not respond to a request for comment from The New York Sun.A Company Answerable To No OneFor Mr. Thumfart, the deeper issue is not merely one company’s billing terms but the degree of power a single, privately owned satellite provider now holds over life-or-death services in a war zone.“Digital rights are human rights,” he argues, and unlike a government acting under emergency powers, a private company “does not have the right to limit human rights on its own authority.” He notes that SpaceX’s dominance rests partly on more than $15 billion in cumulative NASA and defense contracts, calling the arrangement a demonstration of what he terms Big Tech’s “private government,” where public money helps build private power that the public then has little say over.The civil society coalition wants SpaceX to narrow its approach: Go after the verified scam locations, restore everyone else’s service, and lean on Burma-based groups who can tell a hospital from a compound. So far, there’s been no answer, and the clock is no longer theoretical. The new terms have taken effect already.Mr. Freeman argues the burden should fall on SpaceX, and on the lawmakers who oversee it, to justify their decisions before more of the country goes dark.For now, the people deciding whether a hospital in Karenni State stays connected are the same engineers policing scam compounds a few hundred miles away, using the same switch for both. Nobody outside SpaceX knows how that switch gets thrown, and nobody at SpaceX is saying.“Has any assessment been done? Or any assessment of the past deactivations? These would be good questions to pose to SpaceX or even members of Congress who are putting pressure on SpaceX,” Mr. Freeman says. “I am sure they will impact civilians negatively if broadly implemented.”
