Swiss Voters Roundly Reject Population Cap in Divisive Referendum

Swiss voters have dealt a decisive blow to a far-right proposal to limit the country’s population to 10 million, with 54.8 percent voting against the initiative in a referendum that drew comparisons to Brexit.The proposal, put forward by the Swiss People’s Party, would have required the government to cap the population at 10 million by 2050. Had the population reached 9.5 million before that date, the government would have been forced to impose tough restrictions on immigration, family reunification, and asylum seekers. Critically, exceeding the 10 million threshold would have obliged Switzerland to terminate its free movement agreement with the EU — ending its access to Europe’s single market.European Commission president Ursula von der Leyen applauded the vote, saying, “The Swiss people have spoken,” and asserting, “The EU and Switzerland share deep ties and a strong partnership.”Turnout was high at nearly 59 percent, reflecting the weight of the decision, according to SwissInfo.com. The results revealed a stark divide between urban and rural Switzerland, with cities registering the strongest opposition. In the capital, Bern, almost 84 percent of voters rejected the cap.Key tourism regions, including canton, or member state, Graubünden and canton Valais — home to St. Moritz and Zermatt, respectively — also voted against it, underscoring fears about losing the foreign workers upon which their hotels and restaurants depend.A pollster for GFS Bern, Urs Bieri, said the initiative failed to pass because voters were unconvinced by the plan and worried about its potential side effects. “Voters were worried about negative consequences for Switzerland’s relationship with the EU and for the labor market,” he told Reuters. “People are also worried about things like having enough care and health workers. Also, there’s a feeling that in the current international environment it’s not sensible for a small country to do this.”Switzerland’s justice minister Beat Jans also welcomed the result, telling Reuters it “a sign of stability, openness, and reliability.”While the result preserves the country’s free movement agreement with the EU — which underpins access to a market that absorbs more than half of all Swiss exports — it does little to resolve the underlying tensions that made the referendum so competitive. Pressure on housing, public transport, hospitals, and schools remains real.With 27 percent of Switzerland’s 9.1 million residents being non-citizens and its population growing faster than any neighboring EU state, the debate over immigration, infrastructure, and national identity is far from over.
