The White House Guest Who Won’t Condemn Female Genital Mutilation

This past March, Sierra Leone’s First Lady Fatima Maada Bio stood alongside Melania Trump at the White House, representing the African continent at the largest international summit ever hosted by an American first lady. She appeared on CNN’s The Lead with Jake Tapper to discuss ending child marriage. Ms. Bio leads a coalition of Africa’s first ladies and campaigns against child marriage under the banner of her own initiative, Hands Off Our Girls, and holds a prominent international platform that most advocates can only dream of.Yet, the prominent public figure also refuses to say that female genital mutilation, commonly referred to as FGM, is harmful, and no one with a microphone has made her answer for it.Ms. Bio joined Melania Trump at the White House on March 25 for the “Fostering the Future Together” summit, a two-day gathering of first spouses from 45 countries focused on artificial intelligence and education. She told fellow delegates that education is a “lifeline” and that Sierra Leone would champion policies that put children first. She also said nothing about the practice that has been performed on more than 83 percent of women in her own country, and that is now reaching into communities across America.That silence has now produced a formal reckoning. On June 10, a group of health professionals, politicians, and human rights activists sent a letter to the Organization of African First Ladies for Development, known as OAFLAD, demanding clarification on Ms. Bio’s public stance toward female genital mutilation.The letter went to an institution Ms. Bio herself now leads. More than 20 advocates signed it, including Amy Smythe, who served as Sierra Leone’s first minister of gender and children’s affairs, and Isha Dyfan, a human rights lawyer and United Nations expert, warning that perceptions of support for FGM, whether direct or indirect, risk undermining years of advocacy and creating misalignment with international commitments.Ms. Bio said she would not openly condemn FGM until she saw “reliable data” that the practice was harmful. The WHO, however, updated its clinical guidelines on FGM complications as recently as April 2025. The data has existed for decades.A Country With No Law Against ItSierra Leone has one of the highest rates of FGM in the world. A national survey found 83 percent of women had been cut as of 2019, with 71 percent subjected to the practice before the age of 15. No law in Sierra Leone criminalizes FGM.It is performed as part of initiation rituals into the Bondo and Sande societies — powerful, secretive women’s organizations whose influence runs deep. Girls who do not join face social exclusion. Their families can too. The cutters, known as soweis, are not fringe actors. They are esteemed community members, which is precisely why words from the first lady carry the weight they do.Video footage circulated after Sierra Leonean anti-FGM campaigners shared a recording in which Ms. Bio appeared to address a gathering of soweis and told them they had nothing to fear and that she stood with them. “When she said to the soweis, not to be afraid of anything and that she stands with them, those were powerful words from the highest office in Sierra Leone,” FGM survivor and senior United Nations professional Ranya Kargbo tells the New York Sun. “It is an absolute slap in the face for all of us.”A regional court tried to force a reckoning. The Economic Community of West African States Court of Justice ruled that FGM constitutes “one of the worst forms of violence against women” and “meets the threshold for torture,” ordering Sierra Leone to criminalize the practice.President Julius Maada Bio, who had been elected chair of the Economic Community of West African States just sixteen days before the ruling, has never publicly acknowledged it. In October, he signed the Child Rights Act 2025 into law — with no provision addressing FGM. Director of Sierra Leone-based advocacy organization, Women Against Violence and Exploitation in Society, Hannah Yambasu, underscores that the domestic consequences of that inaction are direct.“In a situation where a first lady deliberately refuses to condemn FGM, it can be interpreted by girls and communities as tacit acceptance or a lack of urgency regarding the practice,” Ms. Yambasu tells the Sun. “This may weaken public education campaigns, discourage survivors from speaking out, and make it difficult for activists, health workers, and community leaders advocating for the abandonment of FGM.”America’s Problem, TooThis, however, is not a story that stops at Sierra Leone’s borders.The CDC estimates that as many as 513,000 women and girls in America have undergone FGM or are at risk — a threefold increase from a 1997 estimate, driven largely by the growing number of American residents from countries where the practice is common. FGM-practicing communities exist across the country, concentrated in cities with large West African diaspora populations.When a figure with Ms. Bio’s international profile stands alongside an American first lady at the White House and declines to condemn the practice, advocates say the signal carries into those communities as well.Kadijatu Balaima Allieu, the Sierra Leonean survivor whose case produced the landmark Economic Community of West African States Court of Justice ruling against her government, says the pattern of official silence is no accident.“They are downplaying it and pretending nothing is happening,” Ms. Allieu told Migrant Women Press of her government’s response. “But something is happening, and it’s wrong.”Ms. Yambasu, whose organization works with diaspora communities as well as those inside Sierra Leone, says the reach of prominent figures follows women wherever they settle.“In diaspora communities, signals from influential figures in countries of origin can also affect attitudes and debates around the practice,” she tells the Sun. “Social norms are shaped by many factors — local leaders, families, religious figures, laws, and civil society — but leadership from the top sets the tone.”In 2026 alone, an estimated 4.5 million girls — many under the age of five — are at risk of undergoing FGM worldwide, according to a joint statement from the heads of UNFPA, UNICEF, UN Women, the WHO, UNESCO, and the UN Office of the High Commissioner for Human Rights. The UN has warned that funding cuts are already constraining on-the-ground prevention efforts, and the Sustainable Development Goal target to end FGM by 2030 is slipping.The Contradiction at the Heart of Her BrandIn a 2019 BBC interview, Ms. Bio acknowledged that she herself had undergone the procedure but said she chose not to subject her daughters to it because she did not want to see them cry. On its dangers, she said no one had actually shown her proof of harm. Six years later, the position is unchanged. And in those six years, she has collected platforms — CNN, the White House, OAFLAD’s presidency — without being pressed to resolve the contradiction.“The medical and scientific consensus is settled,” Five Foundation co-founder and FGM survivor Nimco Ali tells the Sun. “FGM has no health benefits and can cause lifelong physical and psychological harm. The World Health Organization, the United Nations, and every major medical body that has examined the evidence have reached the same conclusion. This is not a debate.”Ms. Ali points out that when leaders invoke cultural sensitivity or the language of choice to justify FGM, they are obscuring a reality that is rarely a free choice at all, one shaped by intense social pressure, fear of exclusion, and consequences for entire families if a girl does not comply. “We do not hold public discussions about whether child sexual abuse is harmful,” she continues. “We recognize it as a violation and focus on ending it. FGM should be treated with the same moral clarity.”For advocate and FGM survivor Alimatu Dimonekene, who has spent more than three decades working to end violence against women and girls, the stakes are personal and political.“Leadership matters,” Ms. Dimonekene tells the Sun. “In countries where FGM is widely practiced, silence or ambiguity from influential leaders can be interpreted as acceptance or endorsement. For girls at risk, this weakens prevention efforts and creates confusion about whether their rights and bodily autonomy are fully protected.”Those working on the ground say the gap between international pressure and domestic enforcement tells the same story.“The international community has limited direct power to force compliance,” Ms. Yambasu notes. “But sustained domestic political will, community engagement, and enforcement mechanisms are usually more influential than external pressure alone. Leadership can significantly influence the pace and direction of change — but it is most effective when combined with strong laws, survivor advocacy, and public education.”Ms. Dimonekene also emphasizes that Ms. Bio’s ambiguity has had measurable effects on the ground.“Over the past few years, her involvement has emboldened the actors who want to continue cutting women and girls,” she tells the Sun.The consequences have been playing out in public as well. Earlier this month, Ms. Bio was removed from the speaker lineup at the Global Power Women Forum at Cambridge University’s Wolfson College after a coalition of survivors and anti-FGM activists organized by The Five Foundation warned that platforming a figure unwilling to oppose FGM unequivocally “sends a deeply troubling message.”The forum was scheduled for June 9. The organizers canceled her appearance days before it was due to take place.Southwark Council, meanwhile, took possession on June 12 of a taxpayer-subsidized council flat in south London that Ms. Bio had retained since 2007, eight years after moving to the presidential lodge in Freetown, in violation of housing rules requiring a council property to be a person’s principal residence.Ms. Bio told the BBC she had committed no crime. The flat will be reallocated to a local family in genuine housing need. More than 18,000 households are on Southwark’s waiting list.Ms. Bio has not publicly condemned FGM. She has not acknowledged the Economic Community of West African States Court of Justice ruling ordering her government to criminalize it. What is on record is a 2019 statement that no one had shown her proof of harm, and a 2026 confirmation to the Guardian that she still requires data before she will speak.“Fatima Bio cannot claim the mantle of women’s rights while refusing to condemn one of the most widespread forms of violence against women and girls on earth,” Ms. Ali adds. “Silence is not neutrality. It has consequences.”
