Warsh’s First Press Conference as Fed Chairman Could Offer Clues About His Promised Reforms

The Federal Reserve will make its first interest rate announcement under the leadership of new chairman Kevin Warsh on Wednesday, and what he says — and doesn’t say — will give the markets clues to promised change in how the Fed communicates.Mr. Warsh leads the central bank as it confronts growing economic pressure. President Trump repeatedly berated the former chairman, Jerome Powell, who is still a sitting board governor, for not lowering interest rates as quickly as he wanted. Mr. Warsh — before his nomination — had also criticized the Fed for not lowering rates.Because inflation remains elevated and the job market is strong, most observers now expect the reserve to leave a key interest unchanged at a level between 3.5 percent and 3.75 percent. Inflation hit its highest level in nearly three years in April as gas prices spiked from disruptions in tanker traffic in the Strait of Hormuz. On Tuesday, however, as traffic began moving amid American and Iranian negotiators preparing to sign a peace deal, prices dropped to below $80 per barrel.“For the time being, there is every reason, in my opinion, not to cut them, and indeed, a persuasive reason, to raise them,” the editor of Grant’s Interest Rate Observer, James Grant, told The New York Sun. “The reason perhaps they should raise rates is that the financial market, the stock market, in particular, is raging. It is in a bubble,” Mr. Grant said.Investors are growing to expect a rate increase as the Fed’s next move. CME FedWatch Tool puts the chances of a rate increase by December at 43 percent. The probabilities tool showed no expectation of rate increases at the start of the year, instead giving the chances of a rate cut in 2026 at more than 80 percent.With interest rate cuts expected to be off the table for at least the near-term, the markets will look for signs of guidance for future rate decisions. They may not get it. Mr. Warsh has said he thinks the Fed talks too much and gives too much forward guidance that constrains future moves.Market watchers will look for changes in the post-meeting statement for any clues or changes in style by the new chairman. They also want to see if he plans to continue holding post-meeting news conferences. When the practice began in 2011, the chairman held four conferences per year. Currently, they are held after all eight board meetings.Mr. Warsh is expected to push reforms he has promised to bring to the Fed. Among his goals is to shrink the Fed’s balance sheet and refocus the central bank on monetary policy. The Fed had total assets of $894 billion in 2007. By this March, those assets totaled $6.7 trillion“Kevin Warsh, I think, ought to address the state of the Fed’s own most disreputable finances and to clean them up,” Mr. Grant said. “And while he’s at it, he ought to put some gold in the basement in this bank and make it look respectable. Every central bank needs gold in the basement.”The Fed doesn’t own any gold right now. Mr. Grant said the central bank would be insolvent if the Treasury Department stopped forgiving its losses, something that commercial banks can’t get away with operating. “If you look at them closely enough, the Fed has lost money on its fixed income holdings, bond holdings, far in excess of what it shows in stockholders’ equity,” Mr. Grant said.
