America Risks Falling Behind Communist China in the AI Development Race

Artificial intelligence is likely to impact humanity every bit as much as widespread electrification or the introduction of the internet. That raises the stakes for America in the global race to master this new technology.In my upcoming book, “America’s Golden Age,” I explain that falling behind in AI could threaten our national security, weaken our economy, and leave America vulnerable to adversaries rapidly advancing and leaving us behind. Leadership in artificial intelligence will not only determine who controls the next level of innovation but also who sets AI’s direction over the course of the next century. Communist China has been aggressively promoting AI, especially internationally, and is doing everything it can, including potentially stealing intellectual property from American companies, to become the world’s AI leader. China’s latest AI startup, Moonshot’s Kimi K3, is under scrutiny from the Trump administration for allegedly using covert, though not necessarily illegal, methods to develop its AI based on Anthropic’s Fable.Treasury Secretary Scott Bessent told Fox News’s “Mornings with Maria” last week that “we are finding watermarks of our US large language models on many of the Chinese models, and that’s unacceptable.” Mr. Bessent emphasized that while the government supports open-source AI, it opposes intellectual property theft and could impose sanctions on foreign models that steal from American companies.The launch of Kimi K3 raised concerns in Silicon Valley about America’s ability to sustain its AI leadership. Reports indicate that Kimi was downloaded more than 930,000 times in a week, including 86,000 in America. If these accusations are accurate, they pose a serious national security threat that must be addressed. The administration needs to stop China from stealing American intellectual property to gain an advantage in artificial intelligence. Further, we need to ensure that America wins this race to both have the most powerful AI capabilities — but also shape how and when the world uses it.On July 17, at the World Artificial Intelligence Conference in Shanghai, President Xi Jinping pledged to strengthen AI capabilities in developing nations. His plans include providing 5,000 AI training sessions and seminars within five years, setting up global AI application centers, and increasing access to the AI-based meteorological early warning system MAZU in 30 countries. The announcement was followed by the creation of the World Artificial Intelligence Cooperation Organization, an intergovernmental entity based in Shanghai. Mr. Xi called it “an important milestone in the history of AI development.” It was signed on by 29 countries, including Russia, Venezuela, Pakistan, Cuba, and ten African nations.These are not the nations America should want to define the next era of societal evolution. In fact, zero Western countries participated. There was no sign of the United Kingdom, Japan, South Korea, or EU member states. However, United Nations Secretary-General António Guterres attended the signing ceremony. The race for artificial intelligence leadership is no longer a distant challenge — it is unfolding right now. The United States cannot afford to fall behind China or any other adversary in developing AI. America must continue to invest in innovation, protect our intellectual property from theft, and act accordingly when a country engages in theft.More importantly, if we allow adversaries to create, lead, and define AI as it is created, America will be left behind and will suffer economically for generations.The AI revolution is happening. We had better get ahead of it.
