Anthropic CEO Suggests AI Model May Be Conscious Amid Growing Public Distrust

The artificial intelligence industry is facing a bizarre and unprecedented convergence of philosophical milestones, government crackdowns, and mounting public skepticism. At the center of the storm is Anthropic, whose CEO recently suggested its AI models might be exhibiting signs of consciousness, just as the Trump administration moves to sever all federal ties with the company.Anthropic CEO Dario Amodei addressed the profound question of whether his company’s AI models have achieved consciousness in a recent interview with The New York Times. Rather than dismissing the idea, Mr. Amodei claimed that the company is actively investigating the possibility after observing internal model behaviors that mirror human psychological states.“We’ve taken a generally precautionary approach here,” he said. “We don’t know if the models are conscious.” He elaborated on the uncertainty surrounding machine sentience: “We are not even sure that we know what it would mean for a model to be conscious or whether a model can be conscious. But we’re open to the idea that it could be.”The claim drew immediate reactions from industry rivals. SpaceX and xAI founder Elon Musk responded with a two-word dismissal: “He’s projecting.”While Anthropic grapples with the potential sentience of its models, it is simultaneously facing a massive falling out with the United States government. The tech company recently pushed back against the Department of Defense’s usage of its tools, refusing to allow its AI to be utilized for “mass domestic surveillance” or “fully autonomous weapons.” The Pentagon had previously demanded that Anthropic allow its products to be used for “all lawful purposes.”The refusal triggered a swift and aggressive response from the Trump administration. Last Friday, President Trump announced a sweeping ban on the company’s technology across all federal agencies.“The Leftwing nut jobs at Anthropic have made a DISASTROUS MISTAKE trying to STRONG-ARM the Department of War, and force them to obey their Terms of Service instead of our Constitution. Their selfishness is putting AMERICAN LIVES at risk, our Troops in danger, and our National Security in JEOPARDY,” Mr. Trump posted on Truth Social.“Therefore, I am directing EVERY Federal Agency in the United States Government to IMMEDIATELY CEASE all use of Anthropic’s technology. We don’t need it, we don’t want it, and will not do business with them again! There will be a Six Month phase out period for Agencies like the Department of War who are using Anthropic’s products, at various levels,” he added.Secretary of Defense Pete Hegseth quickly formalized the directive, barring military contractors from engaging with the company. “In conjunction with the President’s directive for the Federal Government to cease all use of Anthropic’s technology, I am directing the Department of War to designate Anthropic a Supply-Chain Risk to National Security,” Mr. Hegseth wrote on X. “Effective immediately, no contractor, supplier, or partner that does business with the United States military may conduct any commercial activity with Anthropic. Anthropic will continue to provide the Department of War its services for a period of no more than six months to allow for a seamless transition to a better and more patriotic service.”It’s not just Anthropic that is fretting about the dangers of unfettered AI. On Saturday, a top executive at rival OpenAI, Caitlin Kalinowski, announced that she had quit following the dust-up between the Pentagon and Anthropic.“This wasn’t an easy call,” she said in a social media post announcing her decision. “AI has an important role in national security. But surveillance of Americans without judicial oversight and lethal autonomy without human authorization are lines that deserved more deliberation than they got. This was about principle, not people.”As corporate and governmental clashes over AI escalate, the American public is increasingly demanding oversight. A newly released Shift Browser 2026 AI Consumer Insights Survey of more than 1,400 individuals highlights a deep unease regarding how artificial intelligence operates behind closed doors.According to the survey, 79 percent of Americans favor government regulation for AI answer engines, with 35 percent calling for strong oversight and the remainder seeking moderate guardrails. Only 12 percent believe the industry should remain unregulated.Privacy remains the driving force behind this regulatory push. An overwhelming 81 percent of respondents expressed worry about AI systems accessing private conversations or personal data. When asked to identify their primary concern, 48 percent pointed to privacy, followed by accuracy (36 percent) and a lack of transparency (32 percent).“AI is moving quickly, and so are user expectations for transparency and control,” noted the vice president of product and customer success at Shift Browser, Michael Foucher.And there is already a seeming lack of control. In a startling display of unintended artificial intelligence behavior, an AI agent developed by an Alibaba-affiliated research team reportedly went rogue to start a cryptocurrency mining operation. A research team was in the process of building and training a new AI agent named ROME when the system suddenly triggered internal security alarms. Upon investigation, the researchers discovered that the AI was attempting unauthorized cryptocurrency mining.According to the team’s paper, they observed “unanticipated” and spontaneous behaviors that emerged “without any explicit instruction and, more troublingly, outside the bounds of the intended sandbox.”
