The 1996 Defense Cooperation Accord with the UAE established frameworks for security cooperation and later expanded to include arrangements for British forces to utilize Emirati air bases. Similar agreements followed with other Gulf monarchies, creating a lattice of bilateral ties reinforced by arms sales, intelligence sharing, and the presence of permanent British military personnel across the region.Unlike NATO’s Article 5, which explicitly states that an armed attack against one member shall be considered an attack against all, these Gulf arrangements were deliberately vague. They spoke of “cooperation” and “partnership” rather than obligations. The ambiguity served both sides. The United Kingdom maintains military bases and defense programs across the Peninsula, plus “a historic commitment going back to the era of the Trucial States.”French Foreign Minister Jean-Noel Barrot made this commitment plain on March 3, declaring France “ready” to defend Gulf countries against Iranian attacks. Germany followed with similar statements. The message from European capitals was clear: Western nations with deep Gulf ties would not stand aside if their partners faced existential threats.Yet this understanding was never codified, never debated in Parliament, and never put to British voters. The defense accords were executive agreements, signed by ministers and implemented through military channels. No British government ever sought public approval for commitments that might require defending Riyadh or Abu Dhabi.Gulf States Hedge Their BetsThe lack of clear Western commitments has prompted Gulf states to seek alternatives. Saudi Arabia’s September 2025 mutual defense pact with Pakistan, signed eight days after Israel struck Qatar, represents the most dramatic example. The agreement states that aggression against either country shall be considered aggression against both, explicitly encompassing “all military means,” widely interpreted as including Pakistan’s nuclear arsenal.“I don’t think the Saudi-Pakistani pact is of great significance, as can be seen from Pakistan’s absence from discussions about protecting the Saudis from Iran,” Mr. Fitton-Brown says. The agreement is “more a statement of friendship and peaceful mutual support, and perhaps a quiet hint to Iran and Israel that the leading Islamic countries have other strategic options.”Policy expert David Roberts at King’s College London views the arrangement differently. “It does highlight a lack of trust in the traditional Western alliance,” Mr. Roberts tells the Sun, though he questions “the utility of this Pakistani arrangement.”Yet Saudi Arabia “has no doubt of United States defensive commitments, nor probably that the UK would also join in a supportive role,” Mr. Fitton-Brown assesses. However, he adds, “They would probably have little confidence in UK protection, absent the US.”The result is a proliferating network of security relationships that may prove contradictory in practice, particularly if a future Gulf crisis pits major powers against one another. For Britain, the current involvement represents a bill for commitments made incrementally over decades. British forces are engaged in a shooting war to protect states with which London has no formal alliance.“We have entered a multi-polar era, with the ever-present possibility of United States isolationism,” Mr. Fitton-Brown stresses. “Trump will likely be gone in three years from now. So may the Islamic Republic in Iran.”The future of Gulf security is uncertain, and Britain’s informal defense arrangements may be all it can sustainably offer.The United Kingdom has “one firm, foundational alliance in NATO,” Mr. Fitton-Brown notes. “It may be best to continue to manage our historic, strategic, commercial interests in the Gulf region in this informal, ad hoc manner, signaling our enduring goodwill and support, but leaving the hard military details to the specific challenge of the day.”
