Britain’s Gulf Gamble: The Defense Commitments Most Britons Never Knew Existed

For decades, the UK has maintained bilateral defense cooperation agreements with Gulf states, accords that stop short of NATO-style guarantees but create expectations of protection that British forces are now being called upon to honor.“They are not binding, but they have considerable moral and political force,” senior fellow at the Foundation of Defense of Democracies, Edmund Fitton-Brown, tells the Sun. Put simply, decades of military cooperation have created unwritten obligations that London now feels compelled to honor, even without formal treaty requirements.The current arrangement dates to the 1990s, when Britain signed defense cooperation accords with individual Gulf Cooperation Council states. The 1996 Defense Cooperation Accord with the UAE established frameworks for security cooperation and later expanded to include arrangements for British forces to utilize Emirati air bases. Similar agreements followed with other Gulf monarchies, creating a lattice of bilateral ties reinforced by arms sales, intelligence sharing, and the presence of permanent British military personnel across the region.Unlike NATO’s Article 5, which explicitly states that an armed attack against one member shall be considered an attack against all, these Gulf arrangements were deliberately vague. They spoke of “cooperation” and “partnership” rather than obligations. The ambiguity served both sides. Gulf states gained a Western security umbrella without formal treaties requiring parliamentary approval. Britain maintained lucrative defense contracts and strategic influence without committing to automatic military intervention.The Iranian Wake-Up CallThe fragility of this arrangement became brutally apparent late last month, when Iranian forces launched what became the most expansive missile and drone campaign ever directed at Gulf Arab nations. Within hours of the United States and Israel striking Iranian military infrastructure on February 28, Tehran retaliated by hitting all six Gulf Cooperation Council members simultaneously, the first time in history a single actor had struck all GCC states at once within a 24-hour window.The attacks targeted not just American military bases but civilian infrastructure across the region. The UAE absorbed a disproportionate share of the barrage, facing 174 ballistic missiles and 689 drones by early March. Iranian strikes or debris from drone-related incidents hit Dubai International Airport, the iconic Burj Al Arab hotel, major oil refineries in Abu Dhabi and Saudi Arabia, and residential areas across multiple emirates. Qatar, Saudi Arabia, Bahrain, and Kuwait all came under sustained attack despite hosting American forces and maintaining defense relationships with Western powers.The Saudi response proved particularly telling. Despite a landmark China-brokered normalization agreement with Tehran in 2023, the Kingdom found itself under Iranian fire. The scramble for Western protection revealed what Gulf states had begun to suspect: their billions in arms purchases and decades of hosting Western military bases had not translated into ironclad commitments. Defense cooperation, it turned out, was not the same as collective defense. Gulf states quickly activated missile defense batteries, dispersed military aircraft, and issued shelter-in-place alerts as they realized their security arrangements provided interception capabilities but not deterrence.Britain’s Incremental InvolvementBritain’s path into the conflict shows how defense partnerships can pull nations into wars without formal declarations. When Iran retaliated after the United States and Israel killed Supreme Leader Ayatollah Ali Khamenei on February 28, British forces were already positioned across the Gulf. Royal Air Force Typhoons quickly scrambled to intercept Iranian drones heading toward Qatar and Iraq, justified under collective self-defense rather than treaty obligations.On March 1, Mr. Starmer authorized American use of British bases at RAF Fairford and Diego Garcia to strike Iranian missile sites. He framed the decision as destroying missiles before they could threaten British citizens or allied populations, acting on requests from Gulf governments for protection.This arrangement blurs lines between defensive commitments and offensive war, experts note. British forces are not directly striking Iran, but London has granted Washington permission to use British bases for that purpose. Chatham House analysts observed that the approach “seems to blur the distinction between the unlawful US and Israeli war against Iran, and the lawful UK campaign to defend regional allies.”“For a legally-minded government like Mr. Starmer’s, it is surprising that they appear unconcerned on this point,” Mr. Fitton-Brown tells the Sun.The Unspoken BargainThe crisis has made explicit what was long implicit: Britain’s defense relationships created expectations that London would protect Gulf partners in extremis, even without treaty language. These expectations were built on decades of military cooperation, billions in arms sales, permanent British facilities in Bahrain and Oman, and repeated assurances of partnership.In Saudi Arabia, “you have a highly developed defense supply relationship, and the UK became a consultant, almost a partner, to the Saudi armed forces in their Yemen campaign,” Mr. Fitton-Brown tells the Sun. The United Kingdom maintains military bases and defense programs across the Peninsula, plus “a historic commitment going back to the era of the Trucial States.”French Foreign Minister Jean-Noel Barrot made this commitment plain on March 3, declaring France “ready” to defend Gulf countries against Iranian attacks. Germany followed with similar statements. The message from European capitals was clear: Western nations with deep Gulf ties would not stand aside if their partners faced existential threats.Yet this understanding was never codified, never debated in Parliament, and never put to British voters. The defense accords were executive agreements, signed by ministers and implemented through military channels. No British government ever sought public approval for commitments that might require defending Riyadh or Abu Dhabi.Gulf States Hedge Their BetsThe lack of clear Western commitments has prompted Gulf states to seek alternatives. Saudi Arabia’s September 2025 mutual defense pact with Pakistan, signed eight days after Israel struck Qatar, represents the most dramatic example. The agreement states that aggression against either country shall be considered aggression against both, explicitly encompassing “all military means,” widely interpreted as including Pakistan’s nuclear arsenal.“I don’t think the Saudi-Pakistani pact is of great significance, as can be seen from Pakistan’s absence from discussions about protecting the Saudis from Iran,” Mr. Fitton-Brown says. The agreement is “more a statement of friendship and peaceful mutual support, and perhaps a quiet hint to Iran and Israel that the leading Islamic countries have other strategic options.”Policy expert David Roberts at King’s College London views the arrangement differently. “It does highlight a lack of trust in the traditional Western alliance,” Mr. Roberts tells the Sun, though he questions “the utility of this Pakistani arrangement.”Yet Saudi Arabia “has no doubt of United States defensive commitments, nor probably that the UK would also join in a supportive role,” Mr. Fitton-Brown assesses. However, he adds, “They would probably have little confidence in UK protection, absent the US.”The result is a proliferating network of security relationships that may prove contradictory in practice, particularly if a future Gulf crisis pits major powers against one another. For Britain, the current involvement represents a bill for commitments made incrementally over decades. British forces are engaged in a shooting war to protect states with which London has no formal alliance.“We have entered a multi-polar era, with the ever-present possibility of United States isolationism,” Mr. Fitton-Brown stresses. “Trump will likely be gone in three years from now. So may the Islamic Republic in Iran.”The future of Gulf security is uncertain, and Britain’s informal defense arrangements may be all it can sustainably offer.The United Kingdom has “one firm, foundational alliance in NATO,” Mr. Fitton-Brown notes. “It may be best to continue to manage our historic, strategic, commercial interests in the Gulf region in this informal, ad hoc manner, signaling our enduring goodwill and support, but leaving the hard military details to the specific challenge of the day.”
