The New York City Council approved a watered-down version of Speaker Julie Menin’s “buffer zone” legislation governing protests near houses of worship and schools that will now require the New York Police Department to determine a plan on whether a security perimeter is needed and, if so, what distance is appropriate, it was announced Thursday.
