D.C. Prosecutor Says Parents Could Face Charges When Teens Violate Curfew

In a move to curb the escalating issue of youth-led disturbances at Washington, D.C., the top federal prosecutor in the nation’s capital has announced that her office will begin holding parents legally accountable when their teenagers violate local curfews.The initiative aims to address the growing phenomenon of “teen takeovers,” which have increasingly disrupted the city. Speaking at a news conference on Friday, which was originally planned to update the media on the results of President Trump’s law enforcement surge launched last summer to reduce violent crime in the city, the U.S. attorney for the district, Jeanine Pirro, made her office’s new stance unequivocally clear.“Teen takeovers have disrupted neighborhoods, forced businesses to close temporarily, and diverted valuable law enforcement resources from the residents of the district,” Ms. Pirro said. “These incidents have become increasingly common in areas such as Navy Yard and NoMa and are often accompanied by criminal conduct, including assaults, robberies, fights, and other disorderly behavior.”Even with a juvenile curfew being enforced by Mayor Muriel Bowser, “there is still action that must be taken immediately,” the prosecutor said. “The D.C. Council refuses to deal with the problem, and their lack of action creates an extremely dangerous situation for the people of the district and the teens themselves. Law-abiding taxpayers should not subsidize chaos caused by parental neglect.”The flash mob-style gatherings, often involving large and unpredictable groups of teenagers, have become a frequent nuisance across the city. Popular destinations, such as the Navy Yard with its waterfront restaurants, have been particularly hard hit by the crowds. In several instances, the large gatherings have escalated, prompting Ms. Bowser to implement an 11 p.m. curfew for people under the age of 18 in the Navy Yard neighborhood to maintain public order.Despite the city’s efforts to enforce the curfews, the disturbances have persisted, leading federal prosecutors to explore alternative avenues for enforcement. Ms. Pirro explained that her office intends to leverage local statute 22-811 against parents.That law, Contributing to the Delinquency of a Minor, says adults who facilitate, enable, or knowingly permit a minor to engage in delinquent acts may face criminal penalties of up to six months of incarceration. Charges may be pursued regardless of whether the juvenile is separately prosecuted.Because Ms. Pirro’s federal office is legally restricted from prosecuting the juvenile offenders directly for minor curfew violations — those specific cases fall exclusively under the jurisdiction of the local attorney general’s office — the legal focus has shifted to the adults responsible for their supervision.“That does not preclude me from bringing charges against the parents,” Ms. Pirro told reporters, emphasizing that the legal framework allows for parental accountability even if the youths are funneled through the local juvenile justice system.The aggressive new strategy represents a significant shift in how the district handles youth disruptions, placing the burden squarely on families to ensure their children comply with city laws. Delivering a stark warning to families across the district at the close of her remarks, Ms. Pirro left no room for misinterpretation regarding the government’s next steps.“Parents: Do your job. Or we will do ours,” she said.
