House Vote To Constrain Trump on Iran Rankles President in ‘Final Negotiations’

The House of Representatives’ passage of a War Powers resolution on Iran is rankling President Trump, who on Thursday called the vote “meaningless” and interference just as he is in the “final negotiations” to end the conflict with Iran.The War Powers Resolution, a 1973 law, aims to limit a president’s ability to commit U.S. forces to hostilities without congressional approval. It requires notification within 48 hours of an offensive and withdrawal within 60 days unless Congress authorizes continued action. Wednesday’s vote was the fourth time that the House has tried to pass the resolution to constrain the military offensive that began February 28. Four Republicans joined Democrats in passing the resolution.“Who would do such an unpatriotic thing. They know where the negotiations stand. The Democrats are fueled by Trump Derangement Syndrome. They would rather have our Country fail than give me another, of many, victories. The four Republicans, that’s a whole other story,” the president said in a TruthSocial post.While codified as law reaffirming the constitutional authority of Congress to declare war, practically speaking the resolution has rarely constrained presidents. Nonetheless, the vote puts the House on record as opposing the president’s actions in Iran. “Donald Trump and Republicans illegally plunged America into a war in Iran without a strategy or an endgame. Their ineptitude has made prices surge and cost the lives of America’s servicemembers,” the former House Speaker, Nancy Pelosi, said after the vote.Despite having eliminated most of Iran’s top echelon in the early days of the war, the president has been unable to end the conflict with Iran, which has so far refused to give up its nuclear program or relinquish its stranglehold on the Strait of Hormuz, where 20 percent of the world’s oil supply is being held up by Iranian demands for control and a U.S. blockade.For weeks, the president has been saying the negotiations are close to conclusion, but at every turn Iranian leaders have contradicted his claims of progress. On Thursday, in a series of X posts purportedly written by the nation’s supreme leader, Mojtaba Khamenei, the ayatollah said Iran has only gotten stronger as a result of the conflict. “Today, the dear nation of Iran takes pride in the fact that, through its recent rising next to the Resistance Front, has become a source of pride in the eyes of conscious observers and free nations worldwide,” he said.Democrats finally passed their bill on a 215-208 vote with the help of four Republicans, Representatives Thomas Massie, Brian Fitzpatrick, Tom Barrett, and Warren Davidson. Messrs. Massie and Fitzpatrick have long been in the president’s sights. Mr. Massie of Kentucky was defeated in his primary last month after a barrage of attacks by the president. Messrs. Barrett of Michigan and Davidson of Ohio, running unopposed in their primaries, face significant Democratic challenges in November’s midterm elections. Mr. Trump called the four Republicans who voted for the resolution “grandstanders” who “should be ashamed of themselves.”
