In Lieu of Military Effort To Remove Iran’s Chokehold on Hormuz, Washington Launches a Quixotic Battle at the UN

As America gathers support at the United Nations for a resolution supporting freedom of navigation in the Strait of Hormuz, Iran ensures that it alone would decide who gets to use the vital waterway. The American draft for a UN security council resolution, co-authored with the Arab council member, Bahrain, was ready for a vote on Monday. Yet as of Thursday no vote at the 15-member body has been scheduled. Nearly two thirds of all UN members are co-sponsoring the proposal, but Russia and Communist China, which vetoed a similar resolution last month, are yet to sign on.At Beijing, President Trump and Chairman Xi Jinping agreed that Hormuz navigation must be free for all. Yet the only vessel crossing the strait on Thursday was a Chinese large crude carrier, the Yuan Hua Hu. On the shores of nearby Oman, meanwhile, an Indian-flagged commercial vessel was sunk Thursday after it was reportedly hit by a suspected Iranian drone. In a Senate briefing on Thursday, the commander of the U.S. Central Command, Admiral Brad Cooper, acknowledged that the Islamic Republic, for now, has the capacity to control movement in the Hormuz Strait, where a quarter of the globe’s oil trade passes through. “The Iranian capability to stop commerce has been dramatically depleted through the strait, but their voice is very loud” and Iranian threats are “clearly heard by the merchant industry and insurance industry,” Admiral Cooper told the Senate Armed Services Committee.Beefed-up American naval, air, and special forces are stationed in the region. Yet last week President Trump announced a temporary pause to operation “Project Freedom,” which was launched days earlier to defend safe travel in the strait by military means. Shortly after the president made his announcement, American diplomats at the UN introduced their latest draft for a Security Council resolution. Mr. Trump might contemplate a post-Beijing summit’s return to “Project Freedom,” which could end the Hormuz standoff. Admiral Cooper, though, gave no indication that a kinetic activity is imminent. Instead, America is amping-up diplomatic efforts at the UN, even as they are likely to fail. “Iran is isolated in its illegal actions to mine international waters and charge tolls,” the American ambassador to the UN, Mike Waltz, wrote on X on Wednesday. “See the list of 113 co-sponsors of the UN Security Council Resolution — including India, Japan, and South Korea — demanding Iran stop its illegal and unacceptable behavior.”In addition to Asian powers, Iran’s Gulf neighbors, most European, African, and Latin American countries support the proposed resolution. Curiously, America’s top war ally, Israel, is yet to add its name to the co-sponsors. Another regional power, Turkey, is also absent from the supporters’ list. Regardless, sponsorship matters little at the Security Council. That a resolution backs as fundamental a principle as the use of international waters by all, matters even less. Only the council’s fifteen members can approve a resolution, and it could be vetoed by either of the council’s five permanent members — including, in this case, two allies of the Islamic Republic. Even if Mr. Trump convinces Mr. Xi to back the UN resolution, or at least abstain in the vote, several diplomats tell the Sun that Russia is likely to sink the American effort. Beyond Moscow’s alliance with Tehran, Russia habitually uses its veto power at the UN to revive a past status as top world superpower.Moscow “cannot support” the proposal on the Strait of Hormuz, the Russian deputy foreign minister, Alexander Alimov, told TASS this week. “We now call on the co-authors of the US-Bahraini draft to withdraw it and not rush decisions on it, as we don’t yet see any potential for this document.”The Russian objection is made after America already softened significantly the language of its proposal in the hope of avoiding a veto. The original text demanded to open the strait under the UN charter’s Chapter Seven, which authorizes all means, including military ones, to enforce resolutions. The revised text is under Chapter Six, which excludes muscular enforcement. At the start of this week America circulated to council members its latest proposal “in blue” — a UN vernacular for a final draft, traditionally voted on within 24 hours after introduction. After several delays, a “tentative” date for a vote on the watered down proposal is now set for next Monday.
