Lord Mann’s Disturbing Report on Antisemitism in Britain’s National Health Service

“The levels of anti-Jewish racism in the UK constitute a national emergency.” That is the opening line of an independent review of antisemitism in the National Health Service undertaken by Baron Mann of Holbeck Moor. His 60-page report, released on Thursday and backed by His Majesty’s government, makes for a sobering read. Lord Mann paints a portrait of a prejudice so pervasive as to be, as he puts it, “frankly disgusting.”The NHS, historically regarded as Britain’s “crown jewel” — as opposed to the actual jewels on display at the Tower of London — has, per Lord Mann, become so rife with antisemitism that its status as a universal service is under threat. The report adumbrates “a real fear in seeking care, considering removing religious symbols before seeking treatment, or being uneasy about asking for kosher meals.” Lord Mann finds “shocking examples of intimidation and abuse.”Jewish patients, Lord Mann writes, are being forced to “suffer in silence” and suffer “routine ostracism.” The General Medical Council, which regulates physicians in the UK, received 779 complaints of alleged antisemitism between October 2023 and December 2025. Lord Mann notes that the wearing of anti-Israel regalia has become so pervasive that he concludes that “political identifiers are not acceptable in the NHS.”One NHS doctor, Rahmeh Aladwan, is set to go on trial at Bristol next year for supporting Hamas and stirring up racial hatred. She has posted to social media such sentiments as “free the world from Jewish supremacy.” Another NHS physician, Manoj Sen — a surgeon — was struck from the medical register after posting that he was “regretful enough rats were not liquidated at Auschwitz.” He also called Jews “circumcised vermin.”Lord Mann writes that the “philosopher Jean Paul Sartre theorised that we all have prejudices within us, the issue is whether we challenge them.” By this standard, he finds that the NHS has fallen short. It is refreshing to find that Lord Mann measures that shortfall by the definition of antisemitism he calls the “most prominent international standard of anti-Jewish racism.” Attention, Mayor Zohran Mamdani.Lord Mann discerns that “it is well-evidenced that racism is persistent in the NHS” and that “the case for taking action to combat antisemitism and other forms of racism in the NHS is clear.” He makes no fewer than 36 recommendations to repair the rot inside Britain’s largest employer. These include reform to medical schools, where Lord Mann reports that he was “shocked” at some of the instances of anti-Jewish sentiment he encountered.Prime Minister Keir Starmer’s government swiftly agreed to act on Lord Mann’s proposals, but Britain’s challenge with antisemitism goes beyond its Hippocratic hallways. Also on Thursday the leader of the ascendent Green Party, Zack Polanski, signed a petition urging Whitehall to investigate and screen any Briton who has served in the Israel Defense Forces. “Nobody wants to live next to a potential war criminal” is how the letter puts it.That the government has embraced Lord Mann’s report is a positive step. We are stuck, though, by his warning that hatred directed at Jews amounts to a “national emergency.” Much the same message was delivered to our A.R. Hoffman in an interview with the historian Andrew Roberts. He reached back to the days of Mosley’s black shirts in the 1930s to fetch up an analogue to the present.
