Mamdani Retreats From Property Tax Increase After Hochul Pledges $4 Billion in State Funding To Balance City Budget

State taxpayers are going to pay an extra $4 billion to bailout New York City as part of an agreement announced Tuesday between Mayor Zohran Mamdani and Governor Kathy Hochul.Ms. Hochul, who is running for reelection, said Albany’s financial infusion into Mr. Mamdani’s $124.7 billion budget proposal will deliver $8 billion to the city over the next two years as the mayor seeks to eliminate a $12 billion deficit.Mr. Mamdani, a Democratic Socialist, scrapped a plan to raise property taxes on city homeowners by 9.5 percent after the governor promised additional state funding. Mr. Mamdani had proposed the tax increase to help close the deficit but faced pushback from both Albany and homeowners.The budget proposal also does not include any tax increases on corporations — another idea that was a nonstarter with Ms. Hochul.A majority of the extra $4 billion in state funding will not go to the city as cash. It includes $2.2 billion in pension liability restructuring and another $508 million in savings from delaying a class-size reduction mandate for schools.Most of the rest of the budget shortfall will come from cutting expenses. The mayor says his budget meets a goal of finding $1.77 billion in savings over the next two years with nearly $950 million of that coming from improving financial management, collecting owed revenues, and accurately estimating expenses.“We have closed the gap entirely, down to zero,” Mr. Mamdani said at a city hall news conference.The budget proposal does include some new taxes, including his and Ms. Hochul’s pied-à-terre tax that is forecasted to generate an estimated $500 million a year for the city. The tax targets homes owned by non-residents that are valued at $5 million or more.“We will tax the rich,” Mr. Mamdani said. In remarks to New York radio host Sid Rosenberg on Tuesday, President Trump said the tax on pricey second homes will drive out of the city wealthy investors like Citadel owner, Ken Griffin, who was targeted by name in Mr. Mamdani’s campaign to build support for the tax.“When you lose people like that, it’s sort of not recoverable,” Mr. Trump said. “You don’t want to lose people like Ken. That would be a big loss for New York.”In his highly anticipated proposal, Mr. Mamdani also unveiled a plan to phase out the unincorporated business tax credit. The tax credit currently gives filers who use pass-through entities like partnerships a personal income tax credit. The mayor claims that eliminating the tax break will target about 24,000 city taxpayers who make more than $1 million a year.The budget also includes new spending for some of Mr. Mamdani’s pet projects, including investing $4 billion over the next five years to build affordable housing. Mr. Mamdani added that he wants to spend an extra $122 million to hire 1,000 more teachers.“I see this as a win, not just for our administration but for the city of New York,” Mr. Mamdani said.The governor’s financial contribution is expected to be a campaign issue ahead of the November election. “Kathy Hochul just committed the largest daylight robbery in New York history, looting $4 billion from your family’s grocery and rent budget to bankroll Zohran Mamdani’s socialist experiment,” the Nassau County executive, Bruce Blakeman, who is a Republican candidate for governor, said in a statement.
