Bertram Bernstein, who spent 33 years as medical director of the New Jersey Department of Human Services, Public Welfare Division, died Wednesday. He was 93.

Bernstein’s specialty was physical medicine and rehabilitation. After World War II, he helped treat military personnel and others coping with loss of limbs and muscular disorders.

At the Department of Human Services, he helped develop New Jersey’s Medicaid program and was the first medical director of the Division of Medical Assistance and Health Services. After working at various hospitals, he joined the Hahneman Medical college of Philadelphia, where he was a faculty member for two decades.
