The UN Acknowledges Hamas’s Reign of Terror — but Blames Israel

Any fogginess as to the nature of the Hamas regime with which Israel has been at war since October 7, 2023, is definitively dispelled by a new United Nations report that offers a glimpse into the nature of the group’s governance. The dispatch comes from the world body’s Office of the High Commissioner for Human Rights, and it paints a dire picture of a territory ruled by the stubborn remnants of a death cult intent on making misery. Since the October ceasefire, the report notes, areas under Hamas — control — west of the “Yellow Line” Israel has demarcated at Gaza — have featured “executions, kneecapping, bone-breaking with metal pipes or cement bricks and beatings and that were framed by the perpetrators as punishments for alleged collaboration with Israel, looting humanitarian aid, theft, drug-related offenses or affiliations with internal rivals.”The commission’s chairman, Srinivasan Muralidhar, declares that the abuses are attributable to an “environment engineered by Israel,” where “Hamas-affiliated forces have exploited the vacuum created by relentless Israeli attacks and widespread destruction.” Nevermind that Hamas has ruled Gaza for some two decades, or that the war was precipitated by its attack on Israel. Leave it to the UN to blame Israel for Hamas’s medieval modus operandi. Feature one incident from 2025 detailed in the report — and captured on video — wherein three blindfolded men were shot by masked men before a crowd outside Shifa Hospital. Or another public execution wherein eight men were dragged into a public square at Gaza City and shot. The report finds that hospitals were systematically used as sites of mass executions and punishments — bolstering Israel’s contention that they were anything but benign.Jerusalem was also vindicated by the firing on Friday of some 70 employees by the United Nations Relief and Works Agency for Palestine Refugees in the Near East. Those terminations followed the conclusion of the inspector general of the United States Agency for International Development that the UN aid agency was permeated by Hamas. The aid agency’s announcement of the terminations refuses to even name the terror group. The executions, the UN reckons, “amount to the war crime of murder and to a violation of international humanitarian law and international human rights law, including the right to life, the right to liberty and security and the right to a fair trial.” Far from isolated spasms of violence, “Hamas used these punishments as a tool to eliminate opposition and control Gaza.” Cruelty is a feature, not a bug, of how the terrorist group operates.The commission says it is “gravely alarmed by the severity and public nature of Hamas’ punitive measures in Gaza,” but Israel has been insisting on Hamas’s nature since the war began. Five days after October 7, President Isaac Herzog called Hamas “an empire of evil” and the Israel Defense Forces points to the terrorists’ “disregard for human life and exploitation of Gaza’s residents.” The group, the IDF reckons, amounts to an “Islamic dictatorship.”The atrocities Hamas visited on Israel during the terrorist group’s massacres in the Negev were a gruesome cross-border extension of how it conducts its domestic affairs. No wonder, then, that Jerusalem has made the group’s displacement from power a sine qua non for any agreement on Gaza’s future. To retain it in power would be a prescription for more terror and war. Calls for a premature Israeli withdrawal would guarantee that reality. There can be no surer sign of the UN’s bias in respect of the Jewish state that the fact that the same commission that limns Hamas’s depravities also accuses Israel of “genocide” for its effort to uproot the organization. The war’s civilian toll, which the UN blames on Israel, is actually the most damning evidence against Hamas. Any reckoning of the cruelty it inflicts on its own population cannot omit the cost of the conflict it launched on October 7.
