FIFA Fines Israel Over ‘Racist’ Fan Behavior, Leaves Iran’s World Cup Schedule Intact

FIFA, soccer’s governing body, attempted to walk a narrow line between discipline and diplomacy late Thursday, fining Israel’s football association for discriminatory conduct while reaffirming the 2026 World Cup will proceed in the United States as planned despite mounting geopolitical tensions.FIFA fined Israel nearly $190,000 following a disciplinary investigation opened 18 months ago into fan behavior and institutional conduct. But the ruling stops short of addressing one of the most contentious issues raised by Palestinian officials: the participation of Israeli clubs based in West Bank settlements.The decisions followed a meeting of FIFA’s ruling council chaired by Gianni Infantino, who emphasized the organization’s desire to keep football insulated from broader political conflicts — even as those conflicts increasingly encroach on international events such as the upcoming World Cup.“FIFA can’t solve geopolitical conflicts,” Mr. Infantino said. “But we are committed to using the power of football and the FIFA World Cup to build bridges and promote peace.”The Palestinian Football Association formally petitioned in 2024 to suspend Israel’s membership. Instead, a disciplinary panel found the Israeli federation responsible for multiple violations, including discrimination, racist abuse, and offensive behavior.The panel cited what it described as a “tolerance of politicized and militaristic messaging within football contexts,” particularly involving supporters of the Jerusalem-based club Beitar.The FIFA panel also pointed to what it called the “systemic exclusion of Palestinians from football infrastructure in Israeli settlements,” a finding that underscored longstanding complaints from Palestinian soccer authorities.FIFA declined to impose more severe sanctions such as suspension from international competition, a step Palestinian officials had strongly urged. Instead, the governing body ordered that one-third of the fine be reinvested into anti-discrimination efforts. The Israeli association must submit a comprehensive plan to FIFA for approval, outlining reforms, monitoring systems, and educational campaigns to combat racism and prevent repeat incidents across stadiums and official platforms.“The conduct of the IFA, in failing to take meaningful action against persistent racist behavior, constitutes a clear violation,” the disciplinary panel wrote in its decision.The head of communications for the Israel Football Association, Shlomi Barzel, maintained in a statement that the IFA is already dealing with the issue.“Even before the fine regarding racism was decided the IFA and the clubs acted, are acting, and will act even more vigorously against the sickening scourge,” he said. “Even if the fine was one dollar, the very use of racism is repulsive. It is never consolation that there is also ignorance in other places.”While the fine represented a measure of accountability, FIFA’s ruling left unresolved a deeper, more politically sensitive dispute — whether Israeli teams based in the West Bank settlements should be allowed to compete in the country’s domestic league. The PFA has argued for more than a decade that such participation violates FIFA statutes, which generally prohibit clubs from playing in the territory of another member association without permission.FIFA has said the legal status of the West Bank remains “unresolved and highly complex” under international laws, making it inappropriate for the organization to intervene. The decision effectively maintains the status quo, allowing settlement-based clubs to continue participating in Israeli competitions while leaving Palestinian grievances unaddressed.The Palestinian Football Association called the ruling “a step in the right direction,” but said, “these findings do not fully address the scope and seriousness of the violations raised” in the original complaint. The organization called for “further procedural steps” to be taken.Meanwhile, Mr. Infantino dismissed a bid from Iran to relocate its World Cup matches from the United States to Mexico. Officials of the Iran Football Federation have expressed concern about player safety in America amid military strikes by the United States and Israel.Iran is scheduled to play two group-stage matches at Los Angeles and a third at Seattle. Iranian officials said recently they were in talks about relocating the matches to Mexico, which is serving as a co-host along with the United States and Canada. The safety of Iran’s players in America became an issue after President Trump suggested it might not be appropriate for them to play in the United States “for their own life and safety.”Mehdi Taj, the president of the Iranian soccer federation, responded, “When Trump has explicitly stated that he cannot ensure the security of the Iranian national team, we will certainly not travel to America.”Mr. Infantino made clear on Thursday that FIFA has no intention of altering the original plans. “We have a schedule,” he said. “We want the FIFA World Cup to go ahead as scheduled.”
